In 2019 1671 criminal cases on corruption related crimes were investigated in the proceeding of the RA Investigative Committee 591 of which were initiated on the base of the reports of physical persons, 182 –of legal entities, 46 – of Mass Media, 852 – were found in the result of implementation of official authorities by inquest body, investigator, prosecutor, court, judge.
Within the mentioned 1671 criminal cases 596 officials were prosecuted 31 of which as a suspect, 565 – as a defendant.
The mentioned officials prosecuted have committed corruption related crimes in the following areas;
• health – 23 criminal cases initiated according to the Point 2 of the Part 2 of the Article 178, the Point 1 of the Part 2 of the Article 179, the Point 3 of the Part 2 of the Article 179, the Point 1 of the Part 3 of the Article 179, the Part 3 of the Article 200, the Part 1 of the Article 214, the Part 1 of the Article 308, the Part 2 of the Article 308, the Part 1 of the Article 311, the Part 2 of the Article 325 of RA Criminal Code (36 persons – deputy minister, polyclinic director, director of medical center, deputy director of medical center, director of outpatient clinic, SNCO director, doctor-epidemiologist, pathology-anatomical laboratory director),
• education – 91 criminal cases initiated according to the Point 1 of the Part 2 of the Article 179, the Point 1 of the Part 3 of the Article 179, the Part 1 of the Article 311, the Part 1 of the Article 308, the Part 1 of the Article 314, the Part 2 of the Article 325 of RA Criminal Code (96 persons - rector and vice-rector of Institute, former head of educational department, department head of City Hall staff, school headmasters, school accountant, University rector and vice-rector, college directors, directors of kindergartens, headmasters of musical schools, headmasters of sport schools),
• social security – 23 criminal cases initiated according to the Point 1 of the Part 3 of the Article 178, the Point 1 of the Part 2 of the Article 179, the Part 1 of the Article 214, the Part 1 of the Article 311.1, the Part 1 of the Article 311.1, the Parts 1 and 2 of the Article 312.1, the Part 2 of the Article 325 of RA Criminal Code (62 persons – head of territorial agency, division head, specialist, chief accountant of social assistance, division head of social security service, specialist, senior specialist of social security service, head of monitoring department, head of department brief analyses and monitoring),
• energy and natural resources – 12 criminal cases initiated according to the Point 1 of the Part 3 of the Article 179, the Article 296, the Point 1 of the Part 3 of the Article 311, the Part 1 of the Article 314 of RA Criminal Code (50 persons – deputy head of the department of state property management),
• law enforcement – 1 criminal case initiated according to the Part 2 of the Article 311.1 of RA Criminal Code (1 person – doctor of penitentiary),
• local self-government – 12 criminal cases initiated according to the Point 1 of the Part 2 of the Article 179, the Points 1 and 3 of the Part 2 of the Article 179, the Point 1 of the Part 3 of the Article 179, the Part 1 of the Article 308, the Part 2 of the Article 308, the Point 2 of the Part 4 of the Article 311, the Part 1 of the Article 314, the Article 315.2, the Part 1 of the Article 314, the Part 1 of the Article 315, the Part 1 of the Article 325 of RA Criminal Code (108 persons – head of administrative district, deputy head of administrative district, accountant of municipality, chief secretary of community administration staff, deputy head of community), Mayor, community head, former head of community, deputy head of community, head of division of financial affairs of community, head of community utilities department, director of community utilities service, deputy head of community, leading specialist, chief specialist of City Hall division),
• military – 127 criminal cases initiated according to the Article 178, the Point 1 of the Part 2 of the Article 179, the Point 2 of the Part 4 of the Article 311, the Point 1 of the Part 3 of the Article 312, the Article 314, the Article 375 of RA Criminal Code (162 persons – commander of military unit, platoon commander, battalion commander, chief of service, chief of battalion staff, battalion commander, deputy head on armament affairs, deputy commander of military unit, chief of military unit headquarter, head of automobile service, head of draft division, deputy head of utilities and housing department, deputy chairman of military medical commission, division commander, deputy commander of battalion, storekeeper, head of utility service, person on duty in division, warehouse manager, military commissar, doctor, car service chief, deputy head on service, commander of anti-missile division, head of secret part, commander of the squadron, head of military training center),
• other areas – 142 criminal cases initiated according to the Point 1 of the Part 2 of the Article 179, the Parts 1, 2 of the Article 214, the Part 1 of the Article 308, the Part 2 of the Article 308, the Part 1 of the Article 311, the Part 1 of the Article 314 (81 persons - specialist of state cadastre committee staff office, head of project coordination team of global fund of RA Ministry of Health, director of library, heads of bank credit department, foresters, engineer, storekeeper, director of house of culture, CNCO heads, LLC director, deputy director, chief specialist, LLC director, deputy chief of training unit of Ministry of Defense, Head of engineering service of Ministry of Defense).
During investigation of the mentioned criminal cases on corruption related crimes the circumstances contributing to committal of crimes were found out; they are weak and irregular control, weak control over staff by commanders, low level of legal awareness of employees, failure to perform proper control over material resources by appropriate official. Measures envisaged by the Article 200 of RA Criminal Procedure Code have been taken to abolish them, particularly 91 motions were submitted.
