Preliminary investigation of the criminal case initiated on taking illegal payment by a public servant was completed in Sisian Investigative Division of Syunik Regional Investigative Department of the RA Investigative Committee. Charge was pressed against the employee of Sisian territorial agency of social assistance of provincial administration.
Pursuant to preliminary investigation data, the employee of Sisian territorial agency of Social Assistance having authorities of paying home visits, studying social and material conditions of those persons who had turned for social assistance, presenting offer to provide social assistance, to assess the needs of those getting social assistance, to process the applications submitted by citizens as prescribed by law, received illegal payment in large amount from beneficiaries for doing actions within his authorities in favor of beneficiaries.
Pursuant to data obtained during pretrial proceeding having studied the regular annual documentation of the resident of Sisian the employee realizing that the insecurity unit for family benefit was sufficient, with the purpose of getting illegal payment he mentioned that the insecurity unit was low and in his room offered the citizen to give him the amount of two months’ benefit.
Getting the latter’s agreement from 2009 to 2014 in the building of Sisian territorial agency of Social Assistance each year he received from the citizen 422 000 AMD in total.
Besides, in September, 2017 the employee demanded from the resident of Sisian the amount of the first and last benefits of the year for registering her in the system of insecurity assessment. Getting the latter’s agreement at the end of December, 2017 with the help of the postman of “Haypost” CJSC branch he received the amount of the benefit of December, 2017 – 29.000 AMD.
On the base of the obtained sufficient evidence charge was pressed against the employee of Sisian territorial agency of social assistance of provincial administration according to the Part 1 of the Article 311.1 and the Point 2 of the Part 3 of the Article 311.1 of RA Criminal Code.
As for the postman of “Haypost” CJSC branch criminal prosecution was not conducted against him based on the amnesty act.
However, the investigative body submitted a motion to the head of “Haypost” CJSC to consider the expediency of further employment of the mentioned postman.
Preliminary investigation was completed and the criminal case with the bill of indictment was sent to court.
Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
