Crimes Committed by Minors. First Half of 2026

In the first half of 2026 363 criminal proceedings regarding crimes committed by minors were investigated in the RA Investigative Committee (compared to 344 in 2025), 140 of which had been transferred from 2025, while 223 proceedings were accepted for proceeding in 2026. 

65 of 363 criminal proceedings with respect to 79 individuals with the bill of indictment were referred to court (compared to 33 proceedings in 2025), 2 were completed with a final act and referred to court, 53 were terminated (92 in 2025), 44 of which on rehabilitative (56 in 2025), and 9 on non-rehabilitative base (36 in 2025), 1 was referred to another body (3 in 2025), 19 were combined (19 in 2025), 20 were registered as ones within which procedural and evidentiary actions were conducted (12 in 2025), 203 were transferred to the second half of 2026 (185 in 2025). 

2 of 65 criminal proceedings referred to court were investigated on murder, 1 - on murder attempt, 3 - on infliction of heavy damage to health, 3 - against sexual freedom, 4 - on banditry, 2 - on plunder, 3 - on robbery, 1 - on extortion, 4 - on hooliganism, 7 - against legal circulation of weapon, ammunition, 3 - against legal circulation of narcotic drugs, , 32 - on other crimes. 

A decision was made not to initiate or to terminate criminal prosecution against 9 minors on non-rehabilitative base (compared to 56 in 2025).

Within the investigated proceedings 44 minors were arrested (27 in 2025), 18 of which were released from custody (17 in 2025). Motions were submitted to court to apply detention as a pretrial measure against 27 minors (15 in 2025), 15 of which were sufficed (5 in 2025), 10 - partially sufficed (5 in 2025), 2 were rejected (5 in 2025). 

Within the criminal proceedings investigated on crimes committed by minors 35 motions were submitted during the first half of 2026.
