Preliminary investigation of the criminal proceeding initiated on hooliganism committed on Facebook was completed in Lori Regional Investigative Department of the RA Investigative Committee.  

Particularly, on May 9, 2026 A.O., with direct intent to commit hooliganism, using information technologies, motivated by 61-year-old H.M.'s political views, specifically his support for the “Civil Contract” party, posted on his Facebook page a video containing obscene language together with the latter’s photograph, demonstrating an obviously disrespectful attitude toward moral norms. 

By the supervising prosecutor’s decision public criminal prosecution was initiated against A.O. for committing hooliganism by using information technologies. 

The criminal proceeding with the bill of indictment was referred to the supervising prosecutor for approval and referral to court.
