In the course of the preliminary investigation of the criminal proceeding initiated in Lori Regional Investigative Department of the RA Investigative Committee factual data were obtained on the allegation that between July-August 2022 and spring of 2024, K.N., through truck drivers, carried out works in the areas along the banks of the Pambak River without obtaining the relevant construction permits and without changing the designated use of the land plots. In particular, he filled the area with mixed-composition soil material and leveled it using agricultural machinery, resulting in the degradation of soil resources, namely, damage to the fertile topsoil layer.

Damage in the amount of 2 million 319 thousand 668 AMD was caused to the state. 

By the supervising prosecutor’s decision public criminal prosecution was initiated against K.N. according to the Part 1 of the Article 381 of RA Criminal Code. 

In the course of the preliminary investigation ban in the amount of the caused damage was imposed to K.N.’s property. 

The criminal proceeding with the bill of indictment was referred to the supervising prosecutor for approval and referral to court.
