Within the framework of the criminal proceeding investigated in Kotayk Regional Investigative Department of the RA Investigative Committee, comprehensive expert examination was designated on June 5, 2025, the conclusion of which was received on June 10, 2026. 

According to the expert's conclusion, the 3.5-hectare land plot located at the address Arinj village, Abovyan community, actually overlaps with the land occupied by the 110 kV power transmission line and reserved for the security of that line; furthermore, it is located within the protective zone of Yerevan-Abovyan 1520 mm track gauge railway line, as defined by the Part 9 of the Article 15.1 of the RA Law “On Railway Transport”.

The expert concluded that the process of alienating the 3.5-hectare land plot located at the address Arinj village was organized without taking into account the requirements defined by the Article 60 of the RA Land Code in force during the given period.

The expert also stated that the unauthorized structures on the 3.5-hectare land plot in Arinj are located (constructed) within the security zones of high-voltage power transmission lines, as well as within the protective zones of Yerevan-Abovyan 1520 mm track gauge railway line.

Thus, taking into account that certain unauthorized structures, the parking lot, and some of the adjacent retail kiosks located on the 3.5-hectare land plot in Arinj are actually located directly beneath high-voltage power transmission lines and their continued operation poses a hazard to citizens' lives and health, they have been sealed by the investigative body out of safety considerations.
