Former Head of Kasakh Community Alienated 28 Land Plots. 6 Individuals Arrested

As a result of large-scale procedural and evidentiary actions conducted in the course of the preliminary investigation of the criminal proceeding investigated in General Department for Investigation of Particularly Important Cases of the RA Investigative Committee, factual data were obtained on the allegation that A.M., who served as the head of Kasakh community of Kotayk region from 1996 to 2021, and his nephew N.M., Secretary of the staff of the municipal administration, acting pursuant to a prior agreement reached with municipal employees and members of the auction commission, during the period from 2016 to 2019, by preparing falsified official documents concerning auctions that had not actually been conducted, alienated 28 plots of land belonging to the municipal property, designated for residential and agricultural purposes, with a total market value of approximately 228 million AMD, to persons allegedly recognized as the winners of those auctions. As a result, damage in particularly large amount was caused to Kasakh community, the lawful management of municipal property and the lawful process for the disposal of land were undermined, the aforementioned land plots belonging to Kasakh community were unlawfully removed from the municipal property fund, and the community was deprived of the genuine opportunity to lawfully dispose of the land owned by it in accordance with the RA legislation.

Public criminal prosecution was initiated against A.M. and 5 former employees of the municipal administration according to the Parts 1 and 3 of the Article 309 of RA Criminal Code adopted on 18.04.2023.

They were arrested to appear before court in order to apply detention as a pretrial measure against them.
