On September 10, 2026 in the city of Lianyungang Memorandum of Understanding was signed between the Investigative Committee of the Republic of Armenia and the Ministry of Public Security of the People’s Republic of China.

The agreement to sign the document had already been reached a year earlier, during the official visit of the Chairman of the RA Investigative Committee to the People’s Republic of China, during which Artur Poghosyan met the Minister of Public Security Wang Xiaohong.

By signing the Memorandum, the parties aim to expand legal cooperation in combating transnational organized crime, provide mutual assistance in verifying information received concerning crimes and in the investigation of criminal proceedings, and exchange experience and information on investigative methodologies for terrorist, economic, and information and communications technology-related crimes, as well as other transnational organized crimes posing a serious threat to society.

The document also aims to enhance the professional capacities of personnel through joint educational programs, training sessions, reciprocal visits, and staff exchanges at each other’s research and educational institutions  by holding regular expert consultations and scientific and practical events on matters of mutual interest.

At the conclusion of the official visit, the Chairman of the RA Investigative Committee and the Minister of Public Security of the People’s Republic of China highly valued the dynamics of the partnership relations established between the two parties and expressed confidence that the practical implementation of the provisions of the Memorandum would raise the effectiveness of cooperation between the law enforcement bodies of the two countries to a qualitatively new level.
