Through evidence obtained in the course of the preliminary investigation initiated in General Department for Investigation of Particularly important Cases of the RA Investigative Committee, it was grounded that S.Kh., police community officer of the RA Ministry of Internal Affairs, having learned that V.G., the resident of Gyumri had threatened his female neighbor and directed sexually explicit insults at her, resolved to punish him for his conduct. 

For that purpose, S. Kh. took V. G. to a police station of the RA Ministry of Internal Affairs, where, with the intent to punish him, subjected V. G. to torture by striking him multiple times with his hands and feet on various parts of his body, thereby causing him severe physical pain. He also humiliated V. G.'s dignity, causing him severe mental suffering.

In addition, in the course of the preliminary investigation of the criminal proceeding another case of torturing a citizen by S.Kh. was disclosed by the investigator. 

Particularly, public official S. Kh. took a resident of Gyumri to a police station of the RA Ministry of Internal Affairs and, for the purpose of punishing him for using abusive language, subjected him to torture.

By the prosecutor’s decision, public criminal prosecution was initiated against S.Kh. according to the Part 1 of the Article 450 of RA Criminal Code. 

Detention was applied as a pretrial measure against him and the criminal proceeding with the bill of indictment was sent to the prosecutor for approval and referral to court.
