Preliminary investigation of the criminal proceeding regarding the illegal turnover of narcotic drugs in particularly large amount through “Telegram” was completed in the Department for Investigation of Crimes on Human Trafficking, against Sexual Immunity of Juveniles and Illegal Turnover of Drugs of General Department for Investigation of Particularly Important Cases of the RA Investigative Committee.  

As a result of investigative and procedural actions conducted, as well as operative-intelligence measures taken by the RA NSS officers in the course of the preliminary investigation, factual data were obtained on the allegation that H.M., acting in prior agreement with A.Q., who operated a Telegram account, retrieved 5 kg of “Marijuana” type of narcotic drugs from a location indicated by another Telegram user. Immediately afterward, they were arrested and brought before the investigative body, being unable to complete the commission of the crime due to circumstances beyond their control.

In addition, through investigation it was also grounded that some months earlier, A.Q. had illegally procured “Methamphetamine” type of narcotic drugs in particularly large amount from a Telegram user for the purpose of distribution. Together with another user acting as part of the group, A.Q. used the account he operated to distribute the drugs to individuals who had expressed a desire to purchase them.

Public criminal prosecution was initiated against A.Q. and H.M.. One of them was detained, and home detention was applied as a pretrial measure against the other. 

The criminal proceeding with the bill of indictment was referred to the supervising prosecutor.
