In the course of the preliminary investigation of the criminal proceeding investigated in the Department for Investigation of Crimes against Humanity of General Department for Investigation of Particularly Important Cases of the RA Investigative Committee factual data were obtained on the allegation that V.H., holding the highest status within the criminal hierarchy, with the aim of resolving a private dispute that arose between A.H. and S.P. due to unpaid debts, instructed A.H. to recognize S.P. as a discredited and disgraced person and to punish him for previously testifying against individuals carrying the criminal subculture within the framework of criminal proceedings.

Following that conversation, A.H., by using violence and cutting S.P.'s hair, performed actions aimed at achieving the goals pursued by a group carrying the criminal subculture.

Based on the sufficient evidence, by the supervising prosecutor’s decision, in the course of the preliminary investigation public criminal prosecution was initiated against V.H. according to the Part 1 of the Article 322 of RA Criminal Code. 

Detention was applied as a pretrial measure against V.H. and A.H..

The criminal proceeding with the bill of indictment was referred to the supervising prosecutor for approval and referral to court.
