Participants and Leaders of Movement Called "Sacred Struggle" Planned to Carry out Terrorist and Power-Seizing Actions in the RA

V.G., having been unable to achieve the goal of assuming power in the Republic of Armenia, set for the movement, initiated and led by him, in the manner permitted by the RA Constitution, during the several months of implementing the movement called "Sacred Struggle", since November 2024, has set himself the goal of achieving it in a manner not permitted by the RA Constitution, and in order to achieve this goal, with prior agreement of a number of participants of the movement, he has acquired the necessary means and tools to commit terrorism and to seize power, as well as intentionally created other conditions, thus preparing to usurp power.

Thus,

In summer months, 2024 V.G. formed the movement called “Sacred Struggle” and during a few months organized and held meetings and marches to discuss various issues related to the domestic and foreign policy of the Republic of Armenia, to express the disagreement of the movement's supporters with the positions of the RA Government on them, to gain supporters in that way, and as a result, to assume legislative and executive power in the Republic of Armenia. Having failed to achieve the goal set for the movement within several months of implementing it and having stopped public events of a political nature, V.G., realizing that according to the Article 2 of the RA Constitution, the power belongs to the people, and the people exercise their power through free elections, referendums, as well as through state and local self-government bodies and officials provided for by the Constitution, and the usurpation of power by any organization or individual is a crime, as well as being aware that the opportunity to express and disseminate one's own approaches and gain supporters in this way can be realized through exercising the rights to freedom of expression and freedom of assembly, guaranteed by the RA Constitution, and that the RA Constitution provides for universal, equal and free elections as the legal method of assuming power, during the meetings with the participants and supporters of the movement called “Sacred Struggle” categorically ruled out the possibility of preparing for elections, participating in them, and assuming power in this way, and informed about changing the methodology of the movement's activities, namely, excluding the methods of persuasion and propaganda, and implementing the movement's activities and its ultimate goal not through the logic of rallies, but through mutually agreed-upon violent action by small strike groups at a convenient moment.

As a result of regular discussions V.G., M.Sh., H.Sh., T.P., L.M., H.H., I.S., A.R., A.Gh., A.I., A.A., M.M., D.G. and the other members of the criminal group decided to form 200-250 strike groups consisting of up to 25 people with military training, mainly former military personnel and police officers, by setting a clear task for each of them to be fulfilled, which they must complete at all costs, without knowing about the task being performed by other groups and the progress of its execution, and without joining other groups, regardless of their actions. It was planned by the criminal group that after forming the strike groups and acquiring the means necessary to implement the tasks set, after V.G. calls to gather in front of the RA Government at a specific time to express their dissatisfaction on the appropriate occasion, the strike groups must be deployed to their pre-determined locations and under no circumstances should they join even a small rally that is actually taking place to distract the authorities.

The members of the criminal group clearly planned that the ultimate goal set for the movement should be achieved not through a rally by its participants, but by carrying out pre-assigned strike actions by strike groups within a short period of time, within 24 to 36 hours, and creating an uncontrollable situation in the settlements of the Republic of Armenia.

Moreover, the leaders of the criminal group used psychological and propaganda tricks and "technologies" to achieve their criminal goals, leaving the main illegal actions to "adventurers."

In order to achieve their criminal goal of seizing power in the Republic of Armenia, V.G. and other members of the criminal group planned to commit a terrorist act; namely, highly dangerous acts accompanied by the risk of depriving civilians of their lives, causing heavy or medium gravity damage to their health, causing large-scale property damage, and causing other serious consequences. Particularly, to line tunnels in Yerevan and other roads of the Republic, to fake dozens of car accidents on large and busy streets and avenues that provide the main movement of vehicles, and in reality to organize their deliberate collisions, as well as to paralyze the transport movement of the entire republic by damaging or burning vehicles, and to carry out explosions with the simultaneous use of thousands of incendiary devices, to fire shots at the walls of buildings and structures with them, to carry out mass power and Internet outages by various means, including damaging and destroying power and Internet connection cables and other equipment that provides power to them using the above-mentioned incendiary means, massive failures of traffic lights at intersections, to disable the trolleybus power lines in the same way, to destroy public service facilities by burning them, thereby aiming to terrorize the population, to cause an uncontrollable situation among the population.

The members of the criminal group planned to take parallel measures to deprive the responsible state bodies of the opportunity to remedy the situation, including hindering or even excluding the movement of relevant police forces by blocking the exits to the locations of police internal troops in various ways, disrupting the movement of police vehicles, and paralyzing the websites and electronic management systems of the Government of the Republic of Armenia and other state departments through hacker attacks, as a result, pursuing the goal of disrupting the activities of public authorities and forcing those who assumed power in the Republic of Armenia, in accordance with the procedure established by the Constitution, to relinquish it.

In preparation for the implementation of the aforementioned criminal acts, the members of the criminal group have already recruited more than 1,000 people through movement participants and supporters since January, 2025. They have acquired a map of Yerevan to identify major streets and plan their actions, have obtained data on the locations of traffic lights, electricity and Internet power cord splitters in order to eliminate them, ordered and purchased thousands of incendiary devices designed to cause explosions and fire shots, as well as sharp metal parts "stars" suitable for damaging vehicle tires and paralyzing traffic, and continued operations aimed at recruiting individuals to join the strike groups, at the same time, through speeches during meetings with group leaders, assuring them that the planned actions are the only way to achieve success, instructing the latters, in turn, to take measures to strengthen the alertness, readiness, and will of the group members to fulfill the given assignment at any cost.

V.G. and the other members of the criminal group were unable to start the above-mentioned actions, which constitute the objective aspect of the crimes included in their intent - terrorism and seizing power, taking over the powers of the Government and the National Assembly of the Republic of Armenia in ways not provided for by the RA Constitution, due to their disclosure by the employees of the RA National Security Service at the preparation stage.

Within the criminal proceeding initiated with regard to the case urgent investigative and other procedural actions are conducted

The Investigative Committee informs that within the framework of the criminal proceeding, by using the permissible tools of criminal procedure law, necessary measures will be taken to give criminal legal assessment to the committals of all the members of the criminal group and to apply equivalent measures of procedural coercion against them, and urges not to give in to the provocations of the criminal group and to demonstrate exclusively law-abiding behavior.

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
