Chairman of Investigative Committee Paid Working Visit to Kotayk Regional Investigative Department

The Chairman of the RA Investigative Committee Artur Poghosyan held a meeting in Kotayk Regional Investigative Department. Vahe Mirzoyan, acting head of General Department for Control over Activity of Territorial Investigative Departments, Arman Galstyan, Head of General Department on Special Assignments, Hovhannes Chalabyan, Head of Kotayk Regional Investigative Department, Karen Sukiasyan, prosecutor of the region, heads of the regional structures of the Ministry of Internal Affairs, National Security Service, investigators of the regional department took part in the meeting.   

Hovhannes Chalabyan presented the work carried out by Kotayk Regional Investigative Department in 2024, as well as in the first five months of 2025.

In 2024 5903 criminal proceedings were investigated in Kotayk Regional Investigative Department of the RA Investigative Committee, 530 of which had been transferred from 2023. 4852 out of 5903 criminal proceedings have been resolved, 3239 of which have had a procedural outcome.

In the reporting period the average workload of 1 investigator has made 330 criminal proceedings.

In 2024 5028 reports on apparent crime have been received in the regional investigative department, on 4204 of which a criminal proceeding was initiated.

In the reporting period the amount of the pecuniary damage caused within criminal proceedings sent to court, as well as terminated on non-rehabilitative base has made 379 million 319 thousand AMD, of which 148 million 855 thousand AMD has been recovered.

In 2024 30 criminal proceedings on cases of crimes committed by minors have been investigated, 5 of which with the bill of indictment were sent to court, 10 were terminated, 6 were registered as ones within which necessary procedural and evidentiary actions were conducted, 1 was combined, 1 was sent to another structure, 7 were transferred to January, 2025.   

At the same period 82 criminal proceedings on crime cases, committed against minors, have been investigated, 5 of which were sent to court, 27 were terminated, 18 were registered as ones within which necessary procedural and evidentiary actions were conducted, 5 were combined, 1 was sent to another structure, 25 were sent to January, 2025.

In 2024 45 criminal proceedings on corruption-related crimes were investigated, 2 of which with the bill of indictment were sent to court, 11 were terminated, 2 of which on rehabilitative base, 9 on non-rehabilitative base, 5 were deactivated, 6 were combined, 9 were sent to other structures, 12 were transferred to 2025.

During the 5 months of 2025 257 criminal proceedings, which had been investigated for more than a year, were resolved, of which 49 with the bill of indictment were sent to court, 115 were terminated, 3 were combined, 6 were sent to other structures, and 84 were deactivated. As of May 1, 2025, 271 criminal proceedings, being investigated for a period of more than 1 year, are under investigation.

In the 5 months of 2025 3182 criminal proceedings were investigated in the regional investigative department, 1051 of which had been transferred from December, 2024. 1807 out of 3182 criminal proceedings were resolved, 1263 had a procedural outcome.

From December 2, 2024 to May 31, 2025 within the framework of the criminal proceedings investigated in Kotayk Regional Investigative Department 34 motions were sent in accordance with the Article 185 of the Criminal Procedure Code.

During the meeting the Chairman of the Investigative Committee instructed to activate the preliminary investigation of the criminal proceedings investigated for a long time, to take necessary measures to resolve them, gave assignments to enhance the effectiveness of preliminary investigation of the criminal proceedings.

It was also instructed to properly respond to complaint-applications of the citizens, to organize personal reception of applicants, if necessary.
