As a result of joint measures taken together with the employees of the RA National Security Service within the framework of the preliminary investigation of the criminal proceeding investigated in General Department for Investigation of Particularly Important Cases of the RA Investigative Committee, it was found out that the person holding the highest rank in the criminal hierarchy, acting in accordance with the behavioral rules established and recognized by a group bearing a criminal subculture, by creating and leading an association of individuals endowed with criminal hierarchical and interpersonal relations, after being informed by members of the group carrying a criminal subculture that the RA citizen H.M. had earned a large amount of money through his activities in the Russian Federation, demanded from him an unlawful benefit in the amount of 250,000 USD.

H.M.’s sister, being informed about the mentioned issues, applied to S.H., holding the highest rank in the criminal hierarchy, who undertook to resolve the financial dispute that had arisen, for the purpose of achieving the objectives pursued by the group bearing a criminal subculture and obtaining unlawful benefits.

As a result, an agreement was reached by S.H. and G.M. to pay a reduced amount - 25 million 522 thousand 200 AMD, equivalent to 66 thousand USD, instead of the initially demanded sum, which was transferred by the victim to G.M..

In the course of the preliminary investigation of the criminal proceeding public criminal prosecution was initiated against G.M. according to the Part 1 of the Article 322, the Point 5 of the Part 2 of the Article 323 of RA Criminal Code, and against S.H. according to the Part 1 of the Article 322 of RA Criminal Code. 

G.M. was arrested. A decision on S.H.’s arrest to be presented to court was made.
