Preliminary investigation of the criminal proceeding on mass disorder at the administrative building of Gyumri Municipality on 20 October, 2025 was completed with respect to 7 participants in Shirak Regional Investigative Department of the RA Investigative Committee.

In the course of the preliminary investigation apparent factual data were obtained on the allegation that a group of employees of Gyumri Municipality, with prior agreement, abusing their service power, carried out the assignments of the advisor to the community head and the acting head of a division of the community, after which they called the directors of the kindergartens operating under the Municipality and instructed them to send the children home, close the kindergartens, and come to Gyumri Municipality with staff to support V.GH.. 

Public criminal prosecution was initiated against A.P., A.M., A.G., A.E., B.A., V.P according to the Point 4 of the Part 2 of the Article 441 of RA Criminal Code, and against A.D. according to the Part 1 of the Article 441 of RA Criminal Code. 

Administrative supervision, bail, absence ban and office suspension was applied as a pretrial measure against A.P., A.M., absence ban, bail and office suspension against B.A., absence ban and office suspension against V.P., A.G., A.E. and A.D.. 

The criminal proceeding with the bill of indictment with respect to 7 individuals was sent to the prosecutor for approval and referral to court.
