In the course of the preliminary investigation of the criminal proceeding investigated in Lori Regional Investigative Department of the RA Investigative Committee factual data were obtained on the allegation that the advisor to the former head of the Gyulagarak community in Lori region, V.A., taking advantage of the absence of the community head, drafted forged decisions dated July 13, 2021, purportedly issued by the community head, regarding the restoration of the boundaries of 8 land plots located in Gyulagarak and the reallocation of a land plot to his parent, A.M..

Subsequently, A.M., using the forged decisions, on November 25, 2021 acquired ownership rights over 8 land plots, while V.A., as a result of using real estate donation agreements concluded between himself and A.M. on December 15, acquired ownership right over the 8 properties for 4 million 250 thousand 400 AMD, fraudulently misappropriating the land plots.

In addition, V.A. also prepared measurement plans of the aforementioned land plots dated September 13, 2021, in which false entries were made in the section intended for the approval of the head of the Gyulagarak community. In particular, a signature was placed next to the name of M.G., who was not the community head at that time, and the seal of the staff of the Gyulagarak Municipality was affixed instead of the seal of the community head of the same community.

In the course of the preliminary investigation of the criminal proceeding public criminal prosecution was initiated against V.A. according to the Point 3 of the Part 2 of the Article 255 and the Part 1 of the Article 457 of RA Criminal Code. 

The land plots have been returned to the community in the course of the preliminary investigation of the criminal proceeding.
