Activate Work Carried out to Recover Damage Caused to State within Criminal Proceedings; Chairman of Investigative Committee Paid Working Visit to Aragatsotn Region

On May 16 the Chairman of the RA Investigative Committee Artur Poghosyan paid a working visit to Aragatsotn region, where he held a meeting in the regional investigative department.

Sergey Movsisyan, Governor of Aragatsotn, Arman Aslanyan, Deputy Chairman of the Investigative Committee, Gagik Markosyan and Ashot Zhamkochyan, Deputies Head of General Department for Control over Activity of Territorial Investigative Departments, Arman Galstyan, Head of General Department on Special Assignments, Karen Grigoryan, Head of Aragatsotn Regional Investigative Department, Gevorg Sargsyan, Prosecutor of the region, heads of the regional structures of the Ministry of Internal Affairs, the National Security Service, investigators of the regional investigative department were present at the meeting held in Aragatsotn Regional Investigative Department.

The Chairman of the RA Investigative Committee made a tour in the administrative building of the regional department, getting acquainted with the working conditions of the investigators.

Karen Grigoryan presented the work done by Aragatsotn Regional Investigative Department in 2024, as well as in the first quarter of 2025.

In 2024 2628 criminal proceedings were investigated in Aragatsotn Regional Investigative Department of the RA Investigative Committee, 559 of which had been transferred from 2023.  

Out of 2628 criminal proceedings 2105 were resolved, 1615 of which had a procedural outcome, 645 of which on 655 people with the bill of indictment, and 1 with a final act were sent to court. 969 criminal proceedings were terminated, 807 of which on rehabilitative, 162 on non-rehabilitative base, 189 were combined, 52 were sent to other structure.

In 2024 the average workload of the investigator in the regional investigative department has made 162 criminal proceedings.

In the reporting period the productivity within the completed proceedings has significantly increased, making 61.5%. The productivity within the criminal proceedings, which have been resolved, has increased by 3%, making 80.1%, and within criminal proceedings sent to court productivity has increased by 5.7%.

In 2024 2217 reports on apparent crime were received in Aragatsotn Regional Investigative Department on 1923 of which a criminal proceeding was initiated.

In the reporting period 13 criminal proceedings were investigated on cases of crimes committed by minors, 3 of which were terminated, 5 were combined, 5 were transferred to January, 2025. In the same period 31 criminal proceedings were investigated  on crimes committed against minors, 3 of which were sent to court, 9 were terminated, 1 was registered as one within which the necessary procedural and evidentiary actions have been completed, 2 were sent to other structure, 1 was combined, 15 were transferred to January, 2025.

In 2024 12 criminal proceedings were investigated on corruption-related crimes, within 1 of which a part was separated and sent to court, 2 were terminated, on rehabilitative base, 2 were registered as ones within which the necessary procedural and evidentiary actions have been completed , but the persons having committed the crime have not been revealed, within 1 criminal proceeding the deadline of public criminal prosecution was suspended on the grounds that the person’s whereabouts are unknown, 1 was sent to other structure, 6 were transferred to the first term of 2025.

As of December 2, 2024 there were 116 criminal proceedings investigated for more than 1 year. In December, 2024 and between January and April, 2025 76 criminal proceedings, which had been investigated for more than 1 year, were resolved, 10 of which with the bill of indictment were sent to court, 27 were terminated, 39 were deactivated.

In the first quarter of 2025 1110 criminal proceedings were investigated in Aragatsotn Regional Investigative Department of the RA Investigative Committee, 523 of which had been transferred from December, 2024, 110 were activated, and 477 were received in the first quarter of 2025.

Out of 1110 criminal proceedings 405 were resolved, 269 of which had a procedural outcome. 97 of 269 criminal proceedings with the bill of indictment or a final act were sent to court, 172 were terminated, 152 of which on rehabilitative, 20 on non-rehabilitative base, 93 were deactivated, 32 were combined and 11 criminal proceedings were sent to other structure, 705 were left unfinished.

During the meeting Artur Poghosyan made a reference to the number of motions on applying detention as a pretrial measure, noting that the selection of that pretrial measure must be an extreme measure, when the other optional pretrial measures cannot ensure the person’s proper procedural behavior.

The Chairman of the Investigative Committee instructed to activate the work carried out to recover the damage caused to the state, noting the insufficient work done in that direction.

Artur Poghosyan underlined the necessity of the experienced investigators attached to the newly appointed ones.

As a result of the meeting, there have been personnel changes in Aragatsotn Regional Investigative Department.
