Argishti Kyaramyan, Chairman of the RA Investigative Committee received today Thierry Ribault the Head of the delegation of the International Committee of the Red Cross, who completes his work activity in Armenia.

The Chairman of the Investigative Committee considered the humanitarian mission of the International Committee of the Red Cross invaluable underlining its significance, particularly in the context of humanitarian issues arising within the framework of the military conflicts.

From this point of view the Chairman of the Committee reminded about the gross violations of international humanitarian law committed by the armed forces of Azerbaijan during the 44-day war, in 2020 and the subsequent military aggressions, expressing thanks for the great work the Cross Red had done to mitigate the issues. Argishti Kyaramyan also emphasized the contribution of Mr. Ribault himself in the closer relations established between the International Committee and the RA Investigative Committee.  

The Head of the delegation of the International Committee of the Red Cross expressed satisfaction related to the high level of cooperation with the RA Investigative Committee in the period preceding it. He noted that one of their missions is also strengthening the humanitarian right and providing methodological support for effective investigations in cases of violations of that right, where there are chances to develop the dialogue.

Issues related to work carried out with the relatives of the captured persons whose location is unknown, exchange of information about these persons, urgent response to mutually raised issues and the provision of proper support were discussed during the meeting.

Both sides attached importance to the fact of fully clarifying the circumstances of people's captivity, being consistent in the direction of protecting the rights of people in captivity.

Argishti Kyaramyan expressed gratitude for the consistency shown in the matter of living conditions of persons illegally detained and subject to unjustified criminal prosecution in Azerbaijan as a result of the aggressive war unleashed by Azerbaijan, in 2020 and subsequent aggressions, monitoring the preservation of primary rights, ensuring their communication with their families.

The RA IC Chairman, addressing the issues related to the missing persons, noted that they are the subject of investigation within the framework of the criminal proceedings initiated on unleashing an aggressive war and subsequent military operations, committing crimes against peace, human security and other war crimes during them, as a result of which it was possible to find out the circumstances of deaths, missing and captivity of both servicemen and civilians. The Chairman of the Committee told that the Investigative Committee was ready to provide the necessary information to the international partners.
