Artur Poghosyan Presented Report on Investigative Committee’s activity in 2024 to National Assembly

The Chairman of the RA Investigative Committee Artur Poghosyan presented today the report on the Committee’s activity in 2024 to the National Assembly, according to the Article 8 of the RA Law “On the Investigative Committee of the Republic of Armenia”.
Artur Poghosyan noted that in 2024 69.415 reports were received on 58.085 of which a criminal proceeding was initiated. 524 more proceedings were initiated within the framework of preliminary investigation of other criminal proceedings.
In the reporting period 207.132 criminal proceedings were investigated (184.018 in 2023), 140.001 of which had been transferred from 2023 (27.586 proceedings had been transferred from 2022 to 2023).
Along with the increase in the number of proceedings, the average workload of investigators has also increased. In 2024 the average workload of an investigator has made 319 criminal proceedings (304 in 2023).
Without taking into account the 117,093 criminal proceedings that were deactivated in previous years and the 4,698 criminal proceedings that were transferred to the Investigative Committee's subdivisions, 85,341 criminal proceedings were investigated during 2024 (77.740 in 2023).
Within 1.123 of the mentioned criminal proceedings public criminal prosecutions were initiated, 233 of which are on crimes of minor gravity, 333 of medium gravity, 420 of serious and 137 of particularly serious crimes. So, 63.211 proceedings out of 85.341 have been resolved (63.257 in 2023).
The productivity has made 74.1% (81.4% in 2023). The decrease in productivity by 7.3% is conditioned by the increase in criminal proceedings in 2023 by 7.601.
The average workload of one investigator (according to 85.341 proceedings) has made 132 proceedings (128 in 2024).
11.825 out of 37.947 completed criminal proceedings on 12.805 people were sent to court with the bill of indictment (in 2023 8.305 criminal proceedings on 9.511 people).
26.077 criminal proceedings were terminated (24.944 in 2023), 20.866 of which were terminated on rehabilitative, 5.211 on non-rehabilitative base.
Pecuniary damages caused by crime
In 2024 within completed criminal proceedings pecuniary damage of 42 billion 586 million 403 thousand AMD has been caused, 12 billion 431 million 404 thousand of which has been recovered at the stage of preliminary investigation, ban has been imposed to property worth 2 billion 383 million 456 thousand AMD.
Out of pecuniary damage caused to the state in the amount of 21 billion 460 million 636 thousand AMD, 10 billion 863 million 821 thousand AMD has been recovered, ban has been imposed to the property worth 1 billion 381 million 083 thousand AMD.
Out of pecuniary damage caused to the communities in the amount of 2 billion 310 million 745 thousand AMD, 116 billion 316 thousand AMD has been recovered, ban has been imposed to the property worth 481 million 780 thousand AMD.
Out of pecuniary damage caused to legal entities in the amount of 5 billion 812 million 894 thousand AMD, 198 million 932 thousand AMD has been recovered, ban has been imposed to the property damage worth 504 million 171 thousand AMD.
Out of pecuniary damage caused to natural persons in the amount of 13 billion 2 million 128 thousand, 1 billion 252 million 335 thousand AMD has been recovered, ban has been imposed to the property worth 16 million 422 thousand AMD.
Besides the recovery of pecuniary damage in the amount of 12 billion 431 million 404 thousand AMD recorded within the completed criminal proceedings, as of December 31, 2024, within ongoing criminal proceedings pecuniary damage in the amount of 31 billion 974 million 506 thousand AMD has also been recovered.
Out of pecuniary damage caused to the state 31 billion 20 million 588 thousand AMD has been recovered, out of the pecuniary damage caused to the communities 50 million 929 thousand AMD has been recovered, out of the pecuniary damage caused to legal entities 13 million 830 thousand AMD has been recovered, and out of the pecuniary damage caused to natural persons 889 million 159 thousand AMD has been recovered.
Thus, in 2024 out of pecuniary damage caused within both completed and ongoing criminal proceedings 44 billion 405 million 910 thousand AMD has been recovered, and ban has been imposed to the property damage worth 2 billion 383 million 456 thousand AMD.
Corruption related crimes
In 2024 1.256 criminal proceedings on corruption-related crimes were investigated in the proceeding of the Investigative Committee, 696 of which had been transferred from 2023.
Out of the mentioned 1.256 criminal proceedings 62 on 134 persons were sent to court with the bill of indictment. 245 criminal proceedings were terminated 189 of which on rehabilitative, 56 on non-rehabilitative base, 96 were deactivated, 235 were sent to other structure, 147 were combined, and 471 were transferred to 2025.
Pecuniary damage within the completed criminal proceedings on corruption-related crimes has made 4 billion 608 million 789 thousand AMD, 685 million 958 thousand AMD of which has been recovered during the pretrial proceeding, ban has been imposed to the property worth 1 billion 739 million 386 thousand AMD.
Crimes committed by minors
In 2024 478 criminal proceedings on crimes committed by minors were investigated, 167 of which had been transferred from 2023.
60 out of 478 criminal proceedings on 78 minors were sent to court with the bill of indictment, 163 were terminated, 67 of which on rehabilitative, and 96 on non-rehabilitative base, 4 were sent to other structure, 27 were combined, 79 were deactivated, and 145 were transferred to 2025.
11 out of 60 criminal proceedings sent to court have been investigated on causing heavy bodily damage, 2 on cases against sexual freedom, 4 on banditry, 10 on theft, 1 on extortion, 1 on hooliganism, 4 on illegal turnover of narcotic drugs, and 26 on other crimes.
Crimes committed against minors
In 2024 1.476 criminal proceedings on crimes committed against minors were investigated in the Investigative Committee, 520 of which had been transferred from 2023.
Out of 1.476 criminal proceedings 115 on 128 persons were sent to court with the bill of indictment, 2 on 2 persons were completed with a final act and sent to court. 558 criminal proceedings were terminated, 479 of which on rehabilitative, 79 on non-rehabilitative base. 280 criminal proceedings were deactivated, 20 were sent to other structure, 59 were combined, and 442 were transferred to 2025.
1 of 115 proceedings sent to court has been investigated on murder, 8 on causing heavy bodily damage to health, 1 on causing medium-gravity damage to health, 5 on kidnapping, 27 on physical impact, 30 on cases against sexual freedom, 1 on hindering parent or other close relative to visit child, 1 on failure to fulfill or improperly fulfill the duty of raising or caring for a child, 2 on avoiding paying alimony, and 39 on other crimes.
Crimes on domestic violence
In 2024 2.309 criminal proceedings on domestic violence were investigated in the Investigative Committee, 761 of which had been transferred from 2023.
405 criminal proceedings on 416 persons were sent to court with the bill of indictment, 735 were terminated, 663 of which on rehabilitative, and 72 on non-rehabilitative base, 334 were deactivated, 28 were sent to other structure, 235 were combined, and 568 were transferred to 2025.
3 out of 403 proceedings sent to court have been investigated on murder, 3 on murder attempt, 6 on causing heavy bodily damage to health, 18 on causing medium-gravity bodily damage to health, 49 on causing light bodily damage to health, 5 on kidnapping, 2 on illegal deprivation of freedom, 258 on physical impact, 7 on cases against sexual freedom, 1 on hindering parent or other close relative to visit child, 1 on failure to fulfill or improperly fulfill the duty of raising or caring for a child, 2 on avoiding paying alimony, and 48 on other crimes.
