In the framework of the criminal case initiated on death of the serviceman of unit N of border troops of the RA National Security Service, soldier Gevorg Khachatryan investigated in the Ninth Garrison Investigative Unit of General Military Investigative Department of the RA Investigative Committee, charge was pressed against 4 persons.

On November 28, 2015 a call was received in the Ninth Garrison Investigative Unit of General Military Investigative Department of the RA Investigative Committee informing that on the same day at about 22:50 the serviceman of frontier post, soldier Gevorg Khachatryan sustained a firearm injury and was taken to the medical center of the military unit. It was found that G. Khachatryan had sustained a firearm injury on his jaw through the firearm AK-74 N 147 9229 and died in the medical center. 

A criminal case was initiated in the Ninth Garrison Investigative Unit of General Military Investigative Department of the RA Investigative Committee on causing the serviceman to commit suicide and necessary investigatory measures are taken to find the causes.

An investigatory group was formed, a number of forensic examinations were commissioned, numerous witnesses were interrogated and necessary procedural actions were conducted.

During preliminary investigation the servicemen of the unit – Captain M. S. Voskanyan, Senior Lieutenant H. A. Vardevanyan, soldiers H. A. Muradyan and A. H. Sargsyan were arrested.

Captain M. Voskanyan was charged according to the Part 2 of the Article 364.1 of RA Criminal Code (arrange gambling by a serviceman and taking part in it), the Part 1 of the Article 375 (abuse of power, transgression of authority and administrative dereliction) and the Part 2 of the Article 360 (insulting a serviceman), Senior Lieutenant H. Vardevanyan was charged according to the Part 1 of the Article 375 and the Part 1 of the Article 375 of RA Criminal Code (abuse of power, transgression of authority and administrative dereliction), soldiers H. Muradyan was charged according to the Part 1 of the Article 364.1 of RA Criminal Code (arrange gambling by a serviceman and taking part in it), the Part 1 of the Article 359 of RA Criminal Code (breach of relations prescribed by field manuals between servicemen not subordinated to each other) (2 counts), the Part 1 of the Article 360 (insulting a serviceman), A. Sargsyan was charged according to the Part 1 of the Article 359 of RA Criminal Code.

Detention was chosen as a pretrial measure against A. Voskanyan and H. Muradyan, the motions on using detention as a pretrial measure against H. Vardevanyan and A. Sargsyan submitted by the investigators were not sufficed by the court.

Preliminary investigation is ongoing.
