A case of subjecting 11 persons to labor exploitation revealed

In the result of comprehensive investigation conducted in the framework of the criminal case on arrogation investigated in General Department of Investigation of Particularly Important Cases of the RA Investigative Committee a case of labor trafficking was found. Particularly, sufficient data were obtained on the allegation that 11 RA citizens were subjected to labor exploitation in RF cities of Murmansk and Kirovsk.
 

On the base of the materials of the criminal case a new criminal case was initiated in General Department of Investigation of Particularly Important Cases of the RA Investigative Committee according to the Point 1 of the Part 2 of the Article 132 of RA Criminal Code.
 

In the result of investigatory actions of great volume conducted in the framework of the criminal case it was found that citizen M. Avetisyan, getting an order of construction work to build a hypermarket in RF city of Murmansk, in mid-December, 2013 involved two RA citizens in the concrete work of the mentioned building by means of fraud – with a false promise to get the money from the client after the work is carried out and pay for it.
 

Through investigation it was found that in January, 2014 through phone calls he recruited 4 residents of the village of Lchashen, RA Gegharquniq region and by means of fraud - with a false promise to get the money from the client after the work is carried out and pay for it, in February, 2014 involved them, as well as 5 more RA citizens, who were in Murmansk, in the mentioned concrete work. In mid-April, 2014 the builder received the money for work from the client, however he did not pay the mentioned 11 persons for the work they had carried out reasoning that he had not got any money from the client.
 

In the result of investigatory actions it was found that in mid-April, 2014 5 of them were taken to RA city of Kirovsk by M. Avetisyan where the latter with a false promise to receive money from another client and pay for their work continued the exploitation of the mentioned people until mid-May, 2014 instructing them to carry out concrete work. After the work had been carried out he again received money from the client but did not pay the mentioned 5 persons for the work they had carried out and leaving them in Kirovsk, he went away.  
 

During preliminary investigation of the criminal case 11 persons were found injured party. On April 14, 2016 the investigator made a decision to involve M. Avetisyan as a defendant according to the Point 1 of the Part 2 of the Article 132 of RA Criminal Code. Detention was chosen as a pretrial measure against him and search was declared. The relevant subdivisions of the police were tasked to take measures to find the wanted person.
 

Preliminary investigation of the criminal case is ongoing.
