Preliminary investigation of the criminal proceeding initiated on extortion committed by other means of coercion by S.Gh. was completed in Shirak Regional Investigative Department of the RA Investigative Committee. 

In the course of the preliminary investigation of the criminal proceeding factual data were obtained on the allegation that ւsing his social status and authority, S.Gh. approached the driver of a cargo vehicle with the intention of appropriating property belonging to Gyumri community. He demanded that the goods loaded onto the truck be transported to a resort area owned by him and his family, and in order to oversee the driver’s actions, he instructed his friend to get into the truck and direct the driver.

Under the influence of fear and in order to avoid negative consequences, the truck driver complied with the demand and, using the community-owned truck, transported the loaded property to the resort area, unloaded it, and left the scene.  

As a result of the aforementioned actions, S.Gh. unlawfully appropriated the property, causing material damage of significant amount to Gyumri community.

During the preliminary investigation of the criminal proceeding public criminal prosecution was initiated against S.Gh. according to the Point 4 of the Part 1 of the Article 258 of RA Criminal Code. 

Home detention was applied as a pretrial measure against him. 
The criminal proceeding with the bill of indictment was sent to the prosecutor for approval and referral to court.
