Preliminary investigation of the criminal proceeding initiated on the case of subjecting a person in a helpless state to trafficking was completed in Lori Regional Investigative Department of the RA Investigative Committee. 

In the course of the preliminary investigation it was found out that G.H. being aware about L.Sh.’s helpless state, namely about having mental health problems, continuously exploited him for a long time, over the last 10 years.

Particularly, G.H. made L.Sh. leave his apartment and live in an adjacent building with worse living conditions, providing minimal living conditions. She also made and used the same apartment as a chicken coop and storage for her personal items, by placing a separate lock on the entrance and keeping the key with her.

Besides, G.H. employed L.Sh. without compensation to cultivate her land and garden near her house, and to take care of the chickens kept in the victim's apartment, took away from him the pension and disability benefits provided by relevant state support programs, and the victim had to beg for a living and collect garbage to heat his dwelling.

Public criminal prosecution was initiated against G.H. according to the Part 1 of the Article 189 of RA Criminal Code.

The criminal proceeding with the bill of indictment was sent to the prosecutor for approval and referral to court.
