While summing up the results of the main professional structural subdivisions by the Chairman of the RA Investigative Committee, among others, instructions were also given to identify, review, and conduct active investigation of criminal cases from previous years that had been initiated but remained unsolved.

As a result, a number of criminal proceedings from previous years have been disclosed or have progressed toward a procedural conclusion (cases of Vahram Khorkhoruni’s murder, the illegal alienation of property owned by the Republic of Armenia-specifically, property of Ministry of Defense and the land areas adjacent to Isakov Avenue and the Yerablur Pantheon in Yerevan, abusing official authorities by former head of Gyumri community, money laundering with the help of his deputies, son and the latter’s friends, and others). 

In this context, the criminal proceeding initiated according to the Part 1 of the Article 266 of RA former Criminal Code, regarding the case of illegally supplying "Marijuana" to H.A. by an unknown person at the reception hall of the Chancellery of the Mother See of Holy Etchmiadzin of the Armenian Apostolic Church, was identified in General Department for Investigation of Particularly Important Cases of the RA Investigative Committee. 

As a result of procedural and evidentiary actions the apparent crime was disclosed and it was found out that S.Kh. reached a prior agreement with deacon S.T., who served under his direct authority, as well as with another unidentified individual, and on July 7, 2018, acting in coordination with one another, they illegally supplied narcotic drug of “Marijuana” to H.A., a participant of the protest, in the following way: at S.Kh.’s instruction, the chancellery secretary S.T. took a photograph with his mobile phone of the backpack belonging to H.A., which was hanging in the reception hall of the Chancellery, and sent the photograph to S.Kh. via the Viber application. After that, the members of the criminal group placed the narcotic drug of “Marijuana” type inside the mentioned backpack, thereby illegally supplying the narcotic drug to H.A. at the scene - in the reception hall of the Chancellery of the Mother See of Holy Etchmiadzin of the Armenian Apostolic Church.

After committing the criminal actions, upon S.Kh.’s instructions, S.T. called the Vagharshapat Division of Armavir Regional Department of the RA Police from his phone number and reported the possible presence of suspicious items among the participants of the protest, simultaneously sending the police officer the photograph he had taken. Following this, during the inspection carried out by the police officers, the narcotic drug of “Marijuana” type, which had been illegally supplied to H.A., was discovered in H.A.’s backpack.

On December 4, 2025 a motion was submitted to the prosecutor by the investigative body to initiate a public criminal prosecution against S.Kh. according to the Points 1 and 4 of the Part 2 of the Article 266 of the Criminal Code adopted on April 18, 2003 (which corresponds to the Points 1 and 4 of the Part 2 of the Article 393 of RA Criminal Code). 

On the same day the motion was sufficed by the prosecutor and a decision was made to initiate a public criminal prosecution against S.Kh..

On December 4 the latter was arrested to be presented to court. A motion was submitted to court to apply detention as a pretrial measure against him. It was sufficed.

The preliminary investigation of the criminal proceeding is ongoing.  

Necessary procedural and evidentiary actions are conducted to find out all circumstances of the case.
