Based on the factual data obtained within the criminal proceeding investigated in the Department for Investigation of Crimes on Torture and Abusing or Exceeding Authorities by Officials through Using Violence of General Department for Investigation of Particularly Important Cases of the RA Investigative Committee, it was grounded that H.T., the First Deputy Head of the General Department of Criminal Investigation of the RA Police, without any justification, in the early morning of March 1, 2008, instructed the officers of the RA Police to beat E.A. involved in the rally held in Azatutyun square and take him to General Department for Fight against Organized Crime of the RA Police. 

Immediately after it, the police officers committed an act that clearly did not derive from their official powers and fell outside the scope of their authority.

Particularly, violence was used against E.A. by hitting him on different parts of his body with hands and feet, causing heavy damage dangerous for life to his health. 

On the base of the factual data obtained through preliminary investigation, public criminal prosecution was initiated against H.T., the First Deputy Head of the General Department of Criminal Investigation of the RA Police according to the Part 3 of the Article 38-309 of RA Criminal Code adopted on 18.04.2003. 

On February 25, 2026 H.T. was arrested to be presented to court. 

Preliminary investigation is ongoing.
