Preliminary investigation of the criminal proceeding initiated on torturing a person committed by a police officer was completed in the Department for Investigation of Crimes on Torture and Abusing or Exceeding Authorities by Officials through Using Violence of General Department for Investigation of Particularly Important Cases of the RA Investigative Committee. 

In the course of the preliminary investigation factual data were obtained on the allegation that on September 22, 2025 in Yerevan Police Department of the RA Ministry of Internal Affairs, in order to get information, the police officer tortured the person causing the latter strong physical pain and mental sufferance. 

Besides, the police officer G.M. having witnessed the torture of the person by his colleague H.H., did not take measures to prevent the use of violence against the latter, having directly witnessed a serious crime that became known to him while exercising his powers, he failed to report the crime to the investigator or prosecutor. Instead, he filmed the scene of using violence by H.H. against the person. 

Public criminal prosecution was initiated against H.H., police officer of General Department of the Criminal Police of the Police of the RA Ministry of Internal Affairs according to the Part 1 of the Article 450 of RA Criminal Code, and against G.M. according to the Part 1 of the Article 441 of RA Criminal Code. 

Home detention was applied as a pretrial measure against H.H. and G.M..

The criminal proceeding with the bill of indictment was sent to the prosecutor.
