R.S., holding the position of the Head of Qanaqer-Zeytun community of Yerevan in the period between 1997 and 2005, based on the sale and purchase agreement concluded on May 3, 2003, alienated the unfinished building of Polyclinic No. 16, with an area of 2,370 square meters and a market value of 113 million 900 thousand AMD, located at 50 Zakaria Sargavag Street, and by the RA Government’s decision dated October 19, 2001, transferred to Qanaqer-Zeytun district community under ownership rights, for  9 million 218 thousand 600 AMD. 

As a result, substantial damage was caused to the rights and legal interests of families in need registered for housing assistance in the community, depriving them of housing, and Yerevan Municipality was deprived of the opportunity to administer the 10% share intended, in accordance with the established procedure, for allocation to families of the Armenian Deaf Association in need of improved housing conditions.

Public criminal prosecution was initiated against R.S. according to the Point 2 of the Part 2 of the Article 441 of RA Criminal Code. 

The criminal proceeding with respect to R.S. with the bill of indictment was sent to the prosecutor.
