The Chairman of the RA Investigative Committee Artur Poghosyan on April 18 paid a working visit to Syunik region where he held a meeting in the regional investigative department. 

Robert Ghukasyan, Governor of Syunik, Vazgen Avetisyan and Arman Aslanyan, Deputies Chairman of the Investigative Committee, Kamo Sharoyan, Head of General Department for Control over Activity of Territorial Investigative Departments, Gurgen Grigoryan, Head of Syunik Regional Investigative Department, Heads of the Third and Ninth Garrison Investigative Units, Masis Poghosyan, the prosecutor of the region, Karen Aghabekyan, Deputy Military Prosecutor, Heads of regional structures of the Ministry of Internal Affairs, National Security Service, investigators of the regional investigative department and garrison investigative units were present at the meeting held in Syunik Regional Investigative Department.

Gurgen Grigoryan presented the work done in Syunik Regional Investigative Department in 2024, as well as in the first quarter of 2025.

During 2024 3439 criminal proceedings were investigated in Syunik Regional Investigative Department of the RA Investigative Committee, 350 of which had been transferred from 2023, 2499 were received in 2024. Out of 2499 2412 were initiated in the regional department, 73 criminal proceedings were received from another structure. 906 proceedings were transferred to January, 2025.

Out of 3439 criminal proceedings investigated in 2024, 2533 were resolved. 1974 of them were completed, 369 of which on 398 people were sent to court with the bill of indictment, 2 were sent to court with a final act, 1603 proceedings were terminated, 150 were combined, 111 proceedings were sent to another structure, 298 were deactivated.  

Productivity of the resolved proceedings has decreased during 2024, which has made 73.7% (85.8% in 2023), however productivity of completed proceedings has increased, which has made 57.4% (49.3% in 2023). Productivity of proceedings sent to court has increased which has made 10.8% (8.4% in 2023).

The average workload of an investigator has increased in 2024, which has made 202 criminal proceedings (190 proceedings in 2023).

The amount of pecuniary damage caused within criminal proceedings sent to court in 2024, as well as terminated on non-rehabilitative base, has made 131 million 708 thousand AMD, 34 million 92 thousand AMD of which has been recovered.

In the reporting period 24 criminal proceedings were investigated regarding crimes committed by minors, 4 of which with the bill of indictment were sent to court, 11 were terminated, 4 were combined, 8 were transferred to January, 2024.

In the same period 33 criminal proceedings were investigated regarding crimes committed against minors, 4 of which were sent to court, 13 were terminated, 2 were combined, and 15 were transferred to January, 2025.

In 2024 22 criminal proceedings on corruption-related crimes were investigated, 14 of which had been transferred from 2023. Out of 22 criminal proceedings 2 were sent to court with the bill of indictment, 2 were terminated, 12 were sent to another structure. 6 criminal proceedings were transferred to the first term of 2025.  

As of December 2, 2024 in the regional investigative department there were 185 criminal proceedings which had been investigated for more than a year.

Between December 2, 2024 and April 1, 2025 136 proceedings, which had been investigated for more than a year, were resolved. 9 of them were sent to court with the bill of indictment, 70 were terminated, 52 were deactivated, and 2 were sent to another structure. 86 of the mentioned proceedings were completed in the first quarter of 2025.  

In the first quarter of 2025 1581 criminal proceedings were investigated in Syunik Regional Investigative Department of the RA Investigative Committee, 906 of which had been transferred from 2024, 675 were received in the first quarter of 2025.

Out of 1581 criminal proceedings investigated in the first quarter of 2025, 602 were resolved. 489 of them have been litigiously concluded, 76 of which with the bill of indictment or final act were sent to court, 410 criminal proceedings were terminated, 77 were deactivated, 39 were combined, 21 were sent to another structure, the number of non-completed proceedings is 955.

In 2024 771 criminal proceedings were investigated in the 9^th garrison investigative unit of General Military Investigative Department of the Investigative Committee (1132 proceedings in 2023). Out of 771 criminal proceedings 450 had been transferred from 2023.

In 2024 252 criminal proceedings were initiated by the investigative body (408 in 2023), 14 criminal proceedings were received from other structures.

Preliminary investigation of 255 criminal proceedings was completed, 150 of which were terminated.

71 criminal proceedings were combined, 10 were sent to other structures.

In the reporting period the average workload of an investigator was 128 criminal proceedings.

In the first quarter of 2025 518 criminal proceedings were investigated 435 of which were transferred to 2024. Out of 518 criminal proceedings preliminary investigation of 74 was completed, 51 of which were terminated.

In the reporting period the average workload of an investigator was 106 criminal proceedings, according to litigious completion – 12 criminal proceedings.

The pecuniary damage caused to the state within criminal proceedings sent to court in the first quarter of 2025, as well as terminated on non-rehabilitative base, has made 1 million 828 thousand 289 AMD, 1 million 322 thousand AMD of which has been recovered.

The Chairman of the Investigative Committee Artur Poghosyan instructed to activate the fight against illegal subsoil use, illegal tree felling, and poaching, noting that the criminal proceedings of that nature will be under his control.

Artur Poghosyan once again emphasized the priority of protecting citizens' rights and legitimate interests and assigned to exclude cases of unjustified restrictions on the property rights of individuals.

During the meeting reference was also made to individual corruption related criminal proceedings, the reasons for their delay were discussed, and it was instructed to submit a report on these proceedings in the near future.
