Chairman of the Investigative Committee Artur Poghosyan Held Meeting in Gegharkunik Regional Investigative Subdivisions

During the visit paid to Gegharkunik region on May 2, the Chairman of the RA Investigative Committee Artur Poghosyan held a meeting in regional investigative subdivisions.
At the beginning of the meeting Artur Poghosyan made a tour in the administrative buildings of Gegharkunik Regional Investigative Department and the 5th Garrison Investigative Unit of General Military Investigative Department, getting acquainted with working conditions of investigators.
Karen Sargsyan, Governor of Gegharkunik region, Arman Aslanyan, Deputy Chairman of the Investigative Committee, Gagik Markosyan and Ashot Zhamkochyan, Deputies Head of General Department for Control over Activity of Territorial Investigative Departments, Sargis Margaryan, Head of Regional Investigative Department, Vahram Gyozalyan, Head of the 5th Garrison Investigative Unit, Gagik Ayvazyan, prosecutor of the region, Hayk Margaryan, military garrison prosecutor, heads of regional structures of the Ministry of Internal Affairs, National Security Service, investigators of the regional investigative department and garrison investigative unit were present at the meeting held in Gegharkunik Regional Investigative Department.
Sargis Margaryan presented the work done in Gegharkunik Regional Investigative Department in 2024, as well as in the first quarter of 2025.
In 2024 3259 criminal proceedings were investigated in Gegharkunik Regional Investigative Department of the RA Investigative Committee, 2583 of which were resolved, 2072 had litigious completion.
Out of 2072 criminal proceedings 564 on 602 people were sent to court with the bill of indictment, 1506 were terminated, 138 were combined, 51 were sent to another structure, and 322 were deactivated.
The productivity within criminal proceedings completed in 2024 in the regional department has increased by 63.6%, productivity within the proceedings sent to court has also increased by 17.4 %.
In the reporting period the average workload of an investigator was 155 criminal proceedings.
2620 reports on apparent crime were received in Gegharkunik Regional Investigative Department on 2354 of which a criminal proceeding was initiated, on 266 a criminal proceeding was not initiated.
The pecuniary damage caused within the criminal proceedings sent to court in 2024, as well as terminated on non-rehabilitative base, has made 107 million 985 thousand 158 AMD, 20 million 173 thousand 162 AMD of which has been recovered.
The damage caused to the state was 47 million 239 thousand 806 AMD, 18 million 513 thousand 806 AMD of which has been recovered. The damage caused to the community was 54 million 483 thousand 352 AMD, 52 million 956 thousand 190 AMD of which has been recovered, damage caused to individuals was 6 million 262 thousand AMD, 1 million 607 thousand AMD of which has been recovered.
In 2024 9 criminal proceedings were investigated regarding 15 minors, 5 of which on 5 minors were sent to court with the bill of indictment, 2 were terminated on non-rehabilitative base, preliminary investigation of 2 proceedings is ongoing.
In the reporting period 57 corruption-related criminal proceedings were investigated, 5 of which were sent to court, 13 were terminated, 4 were deactivated, 1 was combined, and 17 were sent to other structures. 18 criminal proceedings were transferred to January, 2025.
In the first quarter of 2025 1343 criminal proceedings were investigated in Gegharkunik Regional Investigative Department, 676 of which had been sent from December, 2024.
Out of 1343 criminal proceedings investigated in the first quarter of 2025 604 have been resolved, 449 of which have had litigious completion, 336 were terminated, 99 were deactivated, 42 were combined, 14 were sent to other structures, and 737 have been left incomplete.
As of May 1, 2025 138 criminal proceedings, which have been under investigation for more than a year, are being investigated.
In 2024 295 reports were received in the 5th Garrison Investigative Unit of General Military Investigative Department of the Investigative Committee, on 281 of which a criminal proceeding was initiated.
In the reporting period 1051 criminal proceedings were investigated in the investigative unit, 739 of which had been transferred from the previous year.
Preliminary investigation of 291 criminal proceedings was completed, 81 of which were sent to court with the bill of indictment, and 210 were terminated.
The pecuniary damage caused to the state within the criminal proceedings terminated on non-rehabilitative base has made 51 million 774 thousand 313 AMD, 12 million 92 thousand 42 AMD of which has been recovered. Within the other proceedings investigated in the unit the damage caused to the state has made 20 million 526 thousand 702 AMD, 13 million 234 thousand 848 AMD of which has been recovered.
In the first quarter of 2025 105 reports were received in the 5th Garrison Investigative Unit, on 98 of which a criminal proceeding was initiated.
In the reporting period 895 criminal proceedings were investigated in the investigative unit, 704 of which had been transferred from the previous year.
Preliminary investigation of 79 criminal proceedings was completed, 33 of which were sent to court with the bill of indictment, and 46 proceedings were terminated.
In the first quarter of 2025 the average workload of an investigator has made 111,87 criminal proceedings, within completed proceedings - 9,87.
As a result of the meeting Artur Poghosyan, the Chairman of the Investigative Committee instructed the heads of subdivisions to keep in the spotlight criminal proceedings involving serious and particularly serious cases of corruption that have been under investigation for more than a year.
Artur Poghosyan assigned also to study in detail the reasons behind crimes committed by minors emphasizing the significance to protect their best interest and to take preventive measures.
The Chairman of the Investigative Committee assigned to pay proper attention to the citizens’ application-complaints, to organize reception of citizens, if necessary, to demonstrate consistency in discussing the issues they raise and taking measures to resolve them.
During the meeting reference was also made to the increase in illegal fishing cases, cases of tree felling and illegal subsoil use. It was instructed to continue the necessary follow-up in these cases to ensure the normal course of criminal proceedings and to recover the damage caused to the state.
