Chairman of the Investigative Committee Artur Poghosyan Held Meeting in Vayots Dzor Regional Investigative Department and the 8th Garrison Investigative Unit of General Military Investigative Department

During the working visit paid to Vayots Dzor on April 18, Artur Poghosyan, the Chairman of the RA Investigative Committee held a meeting in the regional investigative department and in the 8th Garrison Investigative Unit of General Military Investigative Department.
At the beginning of the meeting Artur Poghosyan made a tour in the administrative buildings of both investigative subdivisions of Vayots Dzor, getting acquainted with the investigators’ working conditions.
Vazgen Avetisyan and Arman Aslanyan, Deputies Chairman of the Investigative Committee, Kamo Sharoyan, Head of the General Department for Control over Activity of Territorial Investigative Departments, Armine Gevorgyan, Head of Vayots Dzor Regional Investigative Department, Aspurak Avetisyan, the prosecutor of the region, the garrison prosecutor, Hayk Haroyan, Head of the Control Department of General Military Investigative Department of the RA Investigative Committee, Hayk Avetisyan, Head of the 8th Garrison Investigative Unit, heads of regional structures of the Ministry of Internal Affairs, National Security Service, investigators of regional investigative department and garrison investigative unit also took part in the meeting held in Vayots Dzor Regional Investigative Department.
Armine Gevorgyan introduced the work done in Vayots Dzor Regional Investigative Department in 2024, as well as in the first quarter of 2025.
In 2024 1103 criminal proceedings were investigated in Vayots Dzor Regional Investigative Department of the RA Investigative Committee, 98 of which had been transferred from 2023, 923 were received in 2024. 876 of 923 proceedings were initiated in the regional department, 24 criminal proceedings were received from other structure.
215 proceedings were transferred to January, 2025, 29 of which had been investigated more than a year.
Out of 1103 criminal proceedings investigated in 2024, 888 were resolved, 657 of them were completed, 190 of which were with the bill of indictment against 196 people, 2 were sent to court with a final act, 465 were terminated. 127 criminal proceedings were combined, 34 were sent to another structure, 70 proceedings were deactivated.
Productivity of proceedings sent to court has increased during 2024, which has made 17.4% (7.9% in 2023), productivity of completed proceedings has made 59.6%՝ (59.4% in 2023).
In the reporting period the average workload of an investigator has considerably increased, which has made 221 criminal proceedings, as compared to the same period last year, 143 criminal proceedings. Among the regional investigative departments, the highest workload was recorded in Vayots Dzor Regional Investigation Department.
The amount of pecuniary damage caused within criminal proceedings sent to court during 2024, as well as those terminated on non-rehabilitative grounds, amounted to 3 million 183 thousand AMD, 3 million 115 thousand of which has been recovered.
During 2024, 13 criminal proceedings were investigated regarding crimes committed by minors,. 9 of them were terminated, 1 was combined, 3 were transferred to January, 2025.
In the same period 23 criminal proceedings were investigated regarding crimes committed against minors, 5 of which were sent to court, 8 were terminated, 2 were recorded that the necessary procedural and evidentiary actions had been taken, 4 were combined, 7 were transferred to January, 2025.
In 2024 21 criminal proceedings were investigated regarding the corruption related crimes, 5 of which were terminated, 1 was deactivated, 1 was combined, 3 were sent to another structure. 11 criminal proceedings were transferred to the first term of 2025.
In the first quarter of 2025 23 proceedings, which had been investigated for more than a year, were resolved. 5 of them with the bill of indictment were sent to court, 12 were terminated, 2 were combined, 2 were sent to another structure, 2 were deactivated. As of April 1, 2025 62 criminal proceedings are being investigated.
In the first quarter of 2025 496 criminal proceedings were investigated in Vayots Dzor Regional Investigative Department of the RA Investigative Committee, 215 of which had been transferred from December, 2024.
Out of 496 criminal proceedings investigated in the first quarter of 2025, 171 have been resolved, 42 sent to court with the bill of indictment or final act, 101 proceedings have been terminated, 11 deactivated, 12 have been combined, 5 sent to another structure, and 325 have remained unfinished.
During 2024 409 criminal proceedings were investigated in the 8th Garrison Investigative Unit of General Military Investigative Department (387 criminal proceedings in 2023). Out of 409 criminal proceedings investigated in 2024 103 had been transferred from 2023.
In 2024 344 criminal proceedings were initiated in the investigative unit (327 criminal proceedings in 2023).
Out of 409 criminal proceedings investigated in the reported period, preliminary investigation of 293 criminal proceedings was completed (393 criminal proceedings in 2023), 221 of which were terminated, 26 were combined.
In the first quarter of 2025 321 criminal proceedings were investigated, preliminary investigation of 59 proceedings was completed, 54 were terminated.
As a result of the meeting the Chairman of the Investigative Committee gave specific instructions to the heads of investigative subdivisions to increase efficiency of preliminary investigation within criminal proceedings which had been investigated for a long time, to resolve them, as well as to ensure the normal process of preliminary investigation within proceedings.
It was instructed to demonstrate consistency in discussing citizens' applications and complaints and providing comprehensive responses to them, as well as in organizing citizens’ reception in individual cases.
Besides, Artur Poghosyan has instructed to identify the causes and conditions that gave rise to the crime in each criminal proceeding and to submit substantive petitions to the competent authorities based on their results.
At the end of the meeting the Chairman of the Investigative Committee responded with satisfaction to the effective cooperation established between investigative bodies and other representatives of the law enforcement system, noting that this cooperation should be aimed exclusively at strengthening the rule of law and combating crime.
