In the result of investigatory and other procedural actions of great volume conducted within the criminal case investigated in General Department of Investigation of Particularly Important Cases of the RA Investigative Committee a number of circumstances of apparent abuses committed in “Scientific Center for Radiation Medicine and Burns” CJSC (currently RA National Center for Burns) were found out. Charge was pressed against the former director of the company.

Pursuant to data obtained through investigation, in the framework of the contracts “On Provision of Free and Preferential Free Medical Services Guaranteed by the State” signed by the company the director of “Scientific Center for Radiation Medicine and Burns” CJSC being obliged to provide the proper implementation of requirements of the contract, with prior agreement with Deputy Director for Finance, from January 1, 2011 to June 15, 2018 using their status and authority assigned a number of employees of the medical center to include falsified data in the medical records of citizens who applied for medical assistance.

As a result, falsified data on receiving 15 or more days treatment were filled in medical records of those patients who did not receive impatient treatment or received impatient treatment for less than 15 days, as well as received impatient day treatment based on which the mentioned data were included in the form 0001 “Hospital medical records and service records” filled in the name of beneficiaries of the program and submitted to the RA Ministry of Health and money transferred for not provided medical service was received causing the state damage in particularly large amount - 154.775.080 AMD.

Besides, the director of “Scientific Center for Radiation Medicine and Burns” CJSC with prior agreement with Deputy Director for Finance on September 1, 2009 registered a citizen as a car mechanic in the company reaching prior agreement with him that he should be paid 100 USD each month but his monthly salary as the employee registered in the company would be received by the director and deputy director.

As a result, from September 1, 2009 to April, 2018 money in particularly large amount - 4.798.121 AMD calculated as salary was swindled.

Besides, on April 1, 2008 he registered his acquaintance as a worker in the company. The latter did not attend work till April 10, 2018 but did work for the director’s personal needs instructed by the latter. 4.071.879 AMD was calculated in the acquaintance’s name and paid as salary and vacation money thus the amount given by the state was squandered.

On the base of the obtained sufficient evidence charge was pressed against the director of “Scientific Center for Radiation Medicine and Burns” CJSC according to the Part 2 of the Article 214 (abuse of authority by the employees of commercial or other organizations) and the Point 1 of the Part 3 of the Article 179 (squandering or embezzlement) of RA Criminal Code. Signature not to leave was chosen as a pretrial measure against him.

Preliminary investigation is ongoing.
