Preliminary investigation of the criminal case initiated on getting illegal payment by employees of Armavir Territorial Agency of Social Assistance was completed in Armavir Regional Investigative Department of the RA Investigative Committee. Charge was pressed against chief and leading specialists of the agency.

In July, 2018 reports on demanding money by the employees of Armavir Territorial Agency of Social Assistance were received from residents of Armavir province.

Considering that in the prepared materials there was a legal base and reason to initiate a criminal case in Armavir Prosecution Office a criminal case was initiated according to the Part 1 of the Article 311 of RA Criminal Code which was sent to the RA IC Armavir Regional Investigative Department for conduction of preliminary investigation and was received in proceeding

In the result of investigatory actions conducted during pretrial proceeding a number of circumstances of abuses committed by public servants were found out.

Pursuant to data obtained through investigation the chiefand leading specialists of Armavir Territorial Agency of Social Assistance of Staff of Armavir Municipality, being authorized to provide the population of the area served by them with social services, as prescribed by law, with the purpose of getting illegal payment during their activity demanded and received money from citizens who had applied to the agency to get a benefit for doing actions as well as not doing actions in favor of them and the members of their families.

Particularly, from 2013 to 2018 they demanded and received illegal money for presenting offer to provide social assistance, to calculate the social insecurity unit of the family, to submit the order on benefit to confirmation of agency head, to involve in beneficiaries’ list, not to stop the benefit in coming years.

As for those who had given illegal payment to public servants, criminal prosecution against 6 of them was terminated according to the Point 13 of the Part 1 of the Article 35 of RA Criminal Procedure Code based on amnesty act. Criminal prosecution was not conducted against one more person on the base of absence of crime.

On the base of the obtained sufficient evidence charge was pressed against chief specialist of Armavir Territorial Agency of Social Assistance according to the Part 1 of the Article 311 of RA Criminal Code (4 counts), against leading specialist – according to the Part 1 of the Article 311 of RA Criminal Code (3 counts):

Preliminary investigation was completed and the criminal case with the bill of indictment was sent to court.

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
