In the result of large-scale investigative and procedural actions conducted within the criminal proceeding investigated in the Department of Investigation of Crimes against Property of General Department of Investigation of Particularly Important Cases of the RA Investigative Committee on corruption related abuses committed in “Yerevan State Medical University after Mkhitar Heratsi” foundation data were obtained on another case of crime, as well.
 

Particularly, in the result of measures taken jointly together with the employees of the RA National Security Service during preliminary investigation of the proceeding, data were obtained on the allegation that Arman Sahakyan who was holding the position of the Chairman of the State property management committee under the RA government between 2011 and 2018, together with Armen Ashotyan – the RA former Minister of Education and Science and Karen Avagyan – the RA NA former deputy, with whom he was in friendly relations, abusing their official position, through “Kids’ care” LLC founded in the name of persons related to them, particularly Arman Sahakyan’s assistant, the wife of Armen Ashotyan’s driver and Karen Avagyan’s wife, within the contract of alienation and pledge of state property signed in April, 2015, at 163.115.680 AMD acquired the real estate /school/ with the surface of 1063.25 s/m consisted of 2 separate buildings and fence located at 5 Nersisyan Street of Qanaqer-Zeytun administrative district of Yerevan which was a state property with the condition of paying it in 36 months, as well as the land with the surface of 0.303439 ha necessary for its maintenance at 32.498.320 AMD.
 

Then Arman Sahakyan and his assistant, without any corroboration, in order not to register any restriction towards the above-mentioned property and to ensure the application of the property without any obstacle before paying for it, within the agreement signed in May, 2015 made changes in the sales contract signed initially removing the part of the property being mortgaged based on which real estate ownership certificate was given.
 

Then they applied to the RA Real Estate Cadastre Committee to get a unified reference and make a relevant transaction. However, in the mentioned reference the condition of periodical payment was stated due to which, under circumstances beyond their control, they could not complete the transaction.
 

Then, after the political changes taken place in the Republic, within the sales contract signed in 2019 the above-mentioned persons sold the above-mentioned real estate registered in the name of “Kids’ club” LLC which involved two school buildings, the fence and the land for its maintenance at 240.000.000 AMD to the LLC owned by the person related to them Hrant Beglaryan – RA former Deputy Minister of Transport and Communication. 
 

Considering that initial data on apparent criminal manifestations were obtained, a new criminal proceeding was initiated according to the Points 2 and 4 of the Part 2 of the Article 441 and the Part 2 of the Article 442 of RA Criminal Code.
 

The materials of the proceeding were sent to the RA Prosecutor’s Office to determine the investigative subordination.
 

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
