NGO Chairman Charged with Possessing Property out of her Possession and Official Forgery
In the result of investigative and procedural actions conducted within the criminal proceeding initiated in the RA Anti-Corruption Committee and investigated in the Investigative Division of Malatia-Sebastia administrative district of Yerevan Investigative Department of the RA Investigative Committee on possessing the property out of her possession and official forgery committed by the Chairman of the NGO “Figure Skating Federation of Armenia” a number of circumstances were found out.
During preliminary investigation factual data were obtained on the allegation that the Chairman of the NGO “Figure Skating Federation of Armenia”, using official position, with the intent not to return the money to the RA state budget, stole the unspent part of the money provided for 2020 annual budget from the RA state budget and entrusted to her - 13.007.200 AMD in total.
Particularly, through investigation it was found out that in January, 2020 the Chairman of the mentioned NGO signed an agreement with the Secretary General of the RA Ministry of Education, Science, Culture and Sport pursuant to which the Ministry provided the Federation with money for the implementation of the event “Preparation of athletes to ensure participation in the championships of the Republic of Armenia and international events and holding championships”.
However, the Chairman of the organization, using official position, after canceling a part of events envisaged by 2020 annual budget due to the coronavirus pandemic, submitted a false report to the RA Ministry of Education, Science, Culture and Sport on factual expenses of 1.050.000 AMD out of 13.007.200 AMD provided by the RA state budget and transferred to the organization for the implementation of the events involving data on allegedly spending 1.050.000 AMD within the period between December 1 and 25, 2020 for the purpose of holding a training session for the athletes of the national figure skating team and their coaches thus stealing 1.050.000 AMD.
On the base of the obtained sufficient evidence charge was pressed against the Chairman of the organization according to the Point 1 of the Part 2 of the Article 179 which corresponds to the Point 2 of the Part 2 of the Article 256 of RA Criminal Code, as well as according to the Part 1 of the Article 445 of current Criminal Code which corresponds to the Article 314 of the previous Criminal Code. Absence ban was used as a pretrial measure against him.
A decision was made to suspend the latter’s position of the Chairman of the NGO “Figure Skating Federation of Armenia”.
Preliminary investigation is ongoing.
Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
