Preliminary investigation of the criminal case initiated on murder of the Avetisyans family in Gyumri completed, the case sent to court

Preliminary investigation of the criminal case initiated on murder of the Avetisyans family committed in Gyumri was completed in General Department of Investigation of Particularly Important Cases of the RA Investigative Committee.

Through preliminary investigation conducted in the framework of the criminal case sufficient evidence were obtained on the allegation that on January 12, 2015 murder of the Avetisyans family was committed by the serviceman of the 102d Russian military base located in Gyumri, V. Permyakov and was combined with banditry.  Besides, through entering the flat illegally and through banditry, by using a weapon some things were stolen after which attempt of illegal state border crossing was made.

Through preliminary investigation conducted in General Department of Investigation of Particularly Important Cases it was found that on May 21, 2014 Valeri Permyakov was drafted to the Armed Forces of the Russian Federation and started his military service at the area near the village of Peschanka of Chabaykalyan region. Later, because of warm climatic conditions and large amount of money, he expressed a desire to continue his military service at the 102d military base located in the Republic of Armenia. On November 28, 2014, in addition to other servicemen, V. Permyakov was transferred and continued his military service at the unit N of the 102d military base located in Gyumri. The rifle number N of AKA-74 model with a bayonet knife N 689 was attached to him.

On January 12, 2015 Valeri Permyakov was performing guard service with a rifle of AKA-74 model, 60 bullets of 5.45 mm caliber and a bayonet knife number 689 attached to him. At about 02:00 he voluntarily left the post and with the purpose of finding clothes and money walked around Gyumri.

Through preliminary investigation it was grounded that at about 06:00 getting to the house 188, Myasnikyan Street, Gyumri with the intend to steal somebody’s property, through banditry by using a weapon he entered the yard through the open gate, approached the house, through taking out the door glass with the bayonet knife and opening the door with a key which was on the lock from the inside, he illegally entered the mentioned house and with the intend to deprive two or more persons from life  he killed the residents of the same house Aida Avetisyan, Hasmik Avetisyan, Seryozha Avetisyan, Armen Avetisyan, Araqsya Poghosyan and the infant Hasmik Avetisyan with 28 point-blank shots fired from rifle of AKA-74.

Then with the intend to murder the infant Seryozha Avetisyan with particular cruelty; he stabbed five times with the bayonet knife fixed to the rifle at vital organs of 6 month-old Seryozha Avetisyan lying helplessly at his mother’s lap, although he had a rifle charged with two bullets and a spare cartridge charged with thirty bullets. As a result the baby died in hospital seven days later.

According to preliminary investigation data Valeri Permyakov through banditry by using a weapon stole from the same house a sports cap, trousers, a jumper, a pair of boots, mobile phones “NOKIA 302”, “NOKIA 6300”, “NOKIA 7260”, 6000 AMD and left the site.

Then with the intend to illegally cross the state border of the Republic of Armenia, leaving the administrative area of Gyumri he reached the protected state border area of the Republic of Armenia served by Bayandur turnpike of frontier squad N 2012 of frontier department of the RF Federal Security Service in Armenia. In order to find secure ways of crossing the border, at about 17:00 he secretly crossed the complex engineering structure, inspected the area, went back planning to cross the border in more secure situation –at night.

On the same day at about 24:00 he attempted to illegally cross the part of the first section of the 12th turnpike of Bayandur of the RA protected state border. However, under unforeseen circumstances, he could not complete the crime as on January 13, 2015 at 00:12 he was caught by the officers of Bayandur turnpike.

On the base of the evidence obtained through preliminary investigation charge was pressed against V. Permyakov according to the Points 1, 5, 8 of the Part 2 of the Article 104, Points 3, 4 of the Part 2 of the article 175 and the Part 1 of the Article 34-329 of RA Criminal Code. V. Permyakov admitted the charge.

The criminal case with the bill of indictment was sent to the prosecutor supervising the legality of preliminary investigation. The bill of indictment was confirmed and the case was sent to court.
