Public Discussion of Drafts of 2026-2028 Medium-Term Expenditure Program and 2026 Budget Request at the RA Investigative Committee

A public discussion of the drafts of the 2026-2028 medium-term expenditure program and the 2026 budget request took place in the RA Investigative Committee with the participation of representatives of civil society organizations.
Within the framework of the discussion Karen Margaryan, Secretary General of the Committee presented the main directions of the structure's budget funding request for next year.
The Secretary General emphasized that within the framework of the budget process, one main program will be implemented in 2026, and the mentioned program includes 7 events for the next year; “Conduct of criminal proceedings”, “Organization of training and preparation”, “Reserve fund of the RA Investigative Committee”, “Provision of expert services”, “Providing scholarships to trainees undergoing professional training”, “Improving the technical equipment of the RA Investigative Committee”, “Improvement of building conditions of the RA Investigative Committee”.
The proposed expenditure segment for the implementation of the main program and its constituent events included in the budget request for 2026 amounts to about 21.6 billion drams, which has increased by almost 2.7 billion drams, as compared to the 2025 budget allocations, mainly due to measures to provide expert services and improve the technical capacity of the Committee.
Then Arman Galstyan, the Head of General Department on Special Assignments of the RA Investigative Committee, referred to a number of non-financial indicators that serve as the basis for the preparation of the investigative body's 2026 annual budget request and the 2026-2028 medium-term expenditure programs. The Head of the General Department particularly referred to the criminal proceedings, legal acts to be developed in the future, some predictable statistical indicators regarding the average workload of investigators, as well as outlined a number of prospective program priorities for the Committee's activities in the coming years.
An exchange of views took place between civil society organizations participating in the public discussion and representatives of the Committee, during which the speakers answered a number of questions raised, also emphasizing the position of the Chairman of the RA Investigative Committee on the effective management of budget allocations and, in that context, ensuring continuous developments in various sectors of the structure's activities.
