In the framework of the criminal case investigated in General Department of Investigation of Particularly Important Cases of the RA Investigative Committee a number of circumstances of hooliganism with items used as a weapon committed in Gyumri on August 20, were found. 7 persons were involved as a defendant.

On August 20, 2015 a call was received from “Gyumri” medical center informing that 21 year-old Suren Araqelyan, with a cut-pierced wound on the right part of the chest and the right hand, was taken to the medical center.

In the result of operative investigatory and other procedural actions conducted to find the circumstances of infliction of bodily damages to the young man – a supplier of LLC, it was found that he had been stabbed in Gyumri during the row with participation of several other persons.

Based on the prepared materials a criminal case was initiated in Shirak Regional Investigative Department of the RA Investigative Committee according to the Part 4 of the Article 258 and the Part 1 of the Article 112 of RA Criminal Code for hooliganism with items used as a weapon and infliction of heavy bodily damage. Further preliminary investigation of the case was instructed to General Department of Investigation of Particularly Important Cases by the Chairman of the RA Investigative Committee.

In the framework of the criminal case a number of investigatory actions have been conducted to find the real circle of participants, the actions of each of them, as well as the motive. The videos of the mentioned day captured by the cameras installed at the area have been required and inspected.

According to preliminary investigation data at the beginning three minors argued with the supplier and two workers of the LLC, then after a while several adults armed with bludgeons, one of them also with an axe, the other with a knife joined them. The latters, damaging the car driven by Suren Araqelyan, pursued him along the street hitting with bludgeons. When Suren Araqelyan got into a random car to escape, a heavy damage was inflicted to his health with a knife.

On the base of the investigation results a decision has been made to involve 7 persons as a defendant. A minor was charged with committing hooliganism with items used as a weapon. Detention used as a pretrial measure against him by the court decision later was replaced by bail by the decision of the same court. Two minors were charged according to the Point 1 of the Part 3 of the Article 258 of RA Criminal Code – hooliganism combined with violence against person committed by a group of persons, giving under parents’ supervision was used as a pretrial measure against them.

The resident of Gyumri, Poghosyan was charged according to the Point 9 of the Part 2 of the Article 112 of RA Criminal Code for willful infliction of heavy bodily damage to health committed with hooligan motives and the Part 4 of the Article 258 of RA Criminal Code – hooliganism with items used as a weapon and was detained. 

On October 18 charge was pressed against the fifth person, Sahakyan pursuant to the Part 4 of the Article 258 of RA Criminal Code. Detention was chosen as a pretrial measure against him.

Search has been declared against Ruben Sahakyan and Arman Qyapanakcyan, the appropriate subdivisions of the Police have been tasked to take measures to find and bring them to the investigative body.

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
