Within Criminal Case on Abuses Committed in “Gyumri’s Secondary School N 27” SNCO Charge Pressed against 4 People
In the result of large-scale investigative and procedural actions conducted in Shirak Regional Investigative Department of the RA Investigative Committee circumstances of abuses committed in “Gyumri’s Secondary School N 27” SNCO were found out.
Pursuant to factual data obtained through investigation the headmaster of “Gyumri’s Secondary School N 27” SNCO of Shirak province on November 28, 2011 being appointed in the mentioned position, having organizational and administrative authorities, with the help of relevant employees of the same organization from 2012 to 2019 forged documents and abusing official position, by squandering and embezzlement swindled money in large and significant amount, in total 6.170.221 AMD allocated to the school 1.528.055 AMD of which was swindled with the help of the accountant of the organization.
Besides, the headmaster demanded and through a mediator or personally received money in large or in particularly large amount as a bribe for employing the resident of Gyumri in the school and carrying out as well as not carrying out actions within her competences in favor of the employees of the mentioned school. Under the pretext of not reducing classes of the employees the headmaster also induced them to attempt to give a bribe.
Through investigation data were also obtained that the clerk of “Gyumri’s Secondary School N 27” SNCO working in the same SNCO as a teacher as well, contributed to implementation of the agreement on bribe between the one who gave bribe and the one who received it. She also attempted to give a bribe to another official for not reducing classes and for this reason during several academic years she gave 10.000 AMD to the headmaster for not reducing her classes.
Pursuant to the obtained data, in June, 2017 by the demand of the headmaster of “Gyumri’s Secondary School N 27” SNCO 63 year-old resident of Gyumri personally gave her money in particularly large amount - 2.300 USD tantamount to 1.099.400 AMD for registering her daughter as a music teacher in the mentioned SNCO.
On the base of the obtained sufficient evidence charge was pressed against the headmaster of “Gyumri’s Secondary School N 27” SNCO according to the Points 1 and 3 of the Part 2 of the Article 179 and the Part 1 of the Article 314 (3 counts), the Point 1 of the Part 2 of the Article 179 and the Part 1 of the Article 314 (8 counts), the Part 1 of the Article 38-325, the Part 1 of the Article 38-325 and the Part 1 of the Article 314, the Points 1 and 3 of the Part 3 of the Article 311 (3 counts), the Point 2 of the Part 4 of the Article 311 and the Part 1 of the Article 314, the Point 3 of the Part 3 of the Article 311 (2 counts), the Point 1.1 of the Part 2 of the Article 178 (6 counts), the Part 1 of the Article 38-34-312 (6 counts) of RA Criminal Code.
Charge was pressed against the clerk according to the Point 2 of the Part 2 of the Article 313, the Part 1 of the Article 34-312 (6 counts) of RA Criminal Code. Charge was pressed against the accountant according to the Points 1, 3 of the Part 2 of the Article 38-179 of RA Criminal Code and against 63 year-old resident of Gyumri – according to the Point 1 of the Part 3 of the Article 312 of RA Criminal Code. Signature not to leave was chosen as a pretrial measure against them.
Preliminary investigation was completed and the criminal case with the bill of indictment was sent to the prosecutor supervising the legality of preliminary investigation.
Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
