9 People Arrested among Participants in Mass Disorders at the Administrative Buildings of the Government and National Assembly

Preliminary investigation of the criminal proceeding initiated on organizing mass disorders in the administrative buildings of the Government, National Assembly and other places, being involved in them, not obeying legal requirements of the representatives of authorities by those involved in mass disorders, or public calls for violence against individuals, seizing power, and forcibly overthrowing the constitutional order, cases of coercion to the National Assembly and the Government, is ongoing in General Department for Investigation of Crimes against the State, Fundamentals of the Constitutional Order and Public Security of the RA Investigative Committee.

With active and close cooperation by officers of the National Security Service and the Investigative Committee, as well as in the result of joint measures taken, investigative actions conducted in the course of preliminary investigation, 9 of those involved in the mass disorders were also identified. In the course of preliminary investigation sufficient factual data were obtained on the allegation that on November 10, 2020, after the announcement on the agreement reached between the Republic of Armenia, the Russian Federation and the Republic of Azerbaijan on the cessation of the war had been published in the mass media, the mentioned people, together with numerous people gathered at the building of the RA Government, overcoming the police barricade with violent actions, approached the entrance door, adjacent windows of the Government building, hit them with hands and feet, threw various items in that direction, broke the glass of the entrance door and the adjacent windows, then opened the entrance door by spoiling it and entered the Government building, where mass disorders went on.  

Particularly, the mentioned individuals, both individually and in concert with each other, broke a number of doors of the RA Government building by kicking them, damaged the property of the building by tearing it apart, thus being involved in mass disorders combined with destroying, spoiling property and using violence.

On the base of the motion of the investigator conducting preliminary investigation, decisions were made by the prosecutor to initiate public criminal prosecution against 9 individuals according to the Part 1 of the Article 327 of RA Criminal Code.

Searches were conducted by the formed investigative group together with the relevant subdivisions of the RA National Security Service, and the 9 individuals, involved in mass disorders, were found and arrested.

Motions were submitted to court to select detention as a pretrial measure against the mentioned people.

Complex measures are taken to identify others involved in the mass disorders and to apply criminal legal measures against them.

Preliminary investigation is ongoing.

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
