The Chairman of the Investigative Committee Artur Poghosyan Held Meeting in Armavir Regional Investigative Department

On May 23 Artur Poghosyan, Chairman of the RA Investigative Committee held a meeting in Armavir Regional Investigative Department.
Argishti Mekhakyan, Governor of Armavir, Ashot Zhamkochyan, Deputy Head of General Department for Control over Activity of Territorial Investigative Departments, Arman Galstyan, Head of General Department on Special Assignments, Hrachya Ghazaryan, Head of Armavir Regional Investigative Department, Vahan Sargsyan, Prosecutor of the region, heads of regional structures of the Ministry of Internal Affairs, National Security Service, investigators of the regional investigative department were present at the meeting held in Armavir Regional Investigative Department.
Hrachya Ghazaryan presented the work done by Armavir Regional Investigative Department in 2024, as well as in the first quarter of 2025.
In 2024 5012 criminal proceedings were investigated in Armavir Regional Investigative Department, 785 of which had been transferred from 2023.
Out of 5012 criminal proceedings 1312 on 1394 persons, with the bill of indictment, were sent to court, 4 on 4 persons were completed with a final act, 1653 proceedings were terminated, 1244 of which on rehabilitative, 409 on non-rehabilitative base, 423 were combined, 112 were sent to other structures, within 95 criminal prosecution was suspended, within 759 procedural and evidentiary actions were completed.
Within criminal proceedings terminated on non-rehabilitative base pecuniary damage of 15 million AMD was caused to natural persons, 9 million 865 thousand of which has been recovered, pecuniary damage of 9 million 391 thousand AMD was caused to the state, 8 million 388 thousand of which has been recovered, pecuniary damage of 16 million 790 thousand AMD was caused to legal entities, which has been fully recovered, pecuniary damage of 3 million 83 thousand AMD was caused to the community, which has been fully recovered.
Within the ongoing criminal proceedings pecuniary damage of 212 million 80 thousand AMD caused to the state has been recovered in 2024, and out of the damage caused to the natural persons 143 million AMD has been recovered.
In the reporting period 32 criminal proceedings were investigated on cases of crimes committed by minors, 5 of which with the bill of indictment were sent to court, 15 were terminated, 3 of which on rehabilitative, 12 on non-rehabilitative base, 3 were combined, 9 are underway.
109 criminal proceedings were investigated on crimes committed against minors, 15 of which with the bill of indictment were sent to court, 50 were terminated, 39 on rehabilitative, 11 on non-rehabilitative base, 1 was sent to another structure, 6 were combined, 37 criminal proceedings are underway.
In 2024 61 criminal proceedings on corruption-related crimes were investigated, 5 of which were terminated, 2 on rehabilitative, 3 on non-rehabilitative base, 13 were combined, 37 were sent to other structures, 6 were transferred to January, 2025.
As of December 2, 2024, there were 86 criminal proceedings which had been investigated for more than a year, 46 of which were resolved in the same month, 13 with the bill of indictment were sent to court, 23 were terminated, within 4 the deadline of criminal prosecution was suspended on the grounds that the whereabouts of the accused are unknown, 6 were deactivated.
Between January 1 and May 1, 2025, preliminary investigation of 161 criminal proceedings, which had been investigated for more than a year, was completed in the subdivision, 35 of which with the bill of indictment were sent to court, 95 were terminated, 22 were deactivated, within 6 the deadline of criminal prosecution was suspended on the grounds that the whereabouts of the accused are unknown, 3 were sent to other structures.
As of May 1, 2025, there were 120 criminal proceedings investigated for more than a year.
In the first quarter of 2025 1862 criminal proceedings were investigated in Armavir Regional Investigative Department, 654 of which had been transferred from December, 2024, 1208 were received in the first quarter of 2025.
Out of 1862 criminal proceedings 704 were resolved, 522 of which had a procedural outcome.
218 of 522 criminal proceedings with the bill of indictment or final act were sent to court, 304 were terminated, 263 of which on rehabilitative, 41 on non-rehabilitative base, 90 were deactivated, 82 were combined and 13 were sent to other structures, 1158 were left unfinished.
In April, 2025, 345 reports were received in the department on 269 of which a criminal proceeding was initiated.
Within the completed criminal proceedings pecuniary damage of 45 million 706 thousand AMD caused to the state has been recovered.
Within the ongoing criminal proceedings pecuniary damage of 177 million 218 thousand AMD caused to the state has been recovered.
As a result of the meeting, the Chairman of the Investigative Committee instructed to examine the grounds for justifying judicial acts, to identify cases where the basis for issuing judicial acts was the inadmissibility of evidence obtained on the basis of a substantial or gross violation of the law, and to take disciplinary measures.
Artur Poghosyan assigned to activate preliminary investigation of the criminal proceedings investigated for a long time, applying effective measures as necessary. To pay particular attention to criminal proceedings that involve damage caused to the state and take measures provided for by criminal procedural legislation to recover the damage caused or to freeze property for the purpose of recovering the damage.
It was also instructed to respond appropriately to citizens' applications and complaints, and to organize personal receptions for applicants, if necessary.
