The Former Chief Engineer of the Yerevan Metro, in Collusion with Other Individuals, Misappropriated a total of 20 million 710 thousand AMD
In the course of the preliminary investigation of the criminal proceeding initiated in General Department for Investigation of Particularly Important Cases of the RA Investigative Committee apparent data were obtained on the allegation that the former Chief Engineer of the “Yerevan Metro after Karen Demirchyan” CJSC, in prior agreement with other individuals, misappropriated funds in particularly large amount.
Particularly, on April 30, 2021 a paid service contract was signed between Yerevan Metro and other individuals, according to which the mentioned individuals were to carry out overhaul and modernization works on train cars at the Yerevan Metro depot. For the performance of these works, a total amount of 20 million 710 thousand 000 AMD was transferred to eight individuals.
In the course of the preliminary investigation it was found out that the group of eight individuals was formed by the former Chief Engineer of the Metro. Moreover, these individuals were not employees of the Yerevan Metro and had no prior involvement in the repair or overhaul of train cars.
Given the above circumstances, with the intent to conceal the fact that the aforementioned individuals had not performed any repair or modernization work on the train cars, the former Chief Engineer misled the responsible personnel of the Yerevan Metro by claiming that these individuals would be visiting the depot and conducting the necessary work after regular working hours, specifically after 6:00 PM. The mentioned individuals never appeared at the site and performed no work, yet they received the full amount stipulated in the service contract.
Accordingly, the former Chief Engineer of the Yerevan Metro, by abusing his official position and authority within the CJSC and acting in prior agreement with eight individuals, committed fraud in particularly large amount by unlawfully misappropriating a total of 20 million 710 thousand 000 AMD from the Metro.
Public criminal prosecution was initiated against the former Chief Engineer of the Yerevan Metro according to the Point 3 of the Part 3 of the Article 255, and against eight individuals according to the Points 1 and 3 of the Part 2 of the Article 255 of RA Criminal Code.
Search was declared against the former Chief Engineer of the Yerevan Metro, detention was selected as a pretrial measure against him.
During the preliminary investigation 5 million 47 thousand AMD of the damage caused to the state has been recovered, and ban has been imposed on the property of six individuals in the amount equivalent to the damage caused by the act attributed to them.
The criminal proceeding on six individuals with the bill of indictment was sent to the prosecutor.
