As a result of a number of urgent and evidentiary actions conducted in the course of the preliminary investigation of the criminal proceeding initiated in Tavush Regional Investigative Department of the RA Investigative Committee on the base of the report received from the Police of the RA Ministry of Internal Affairs, factual data were obtained on the allegation that the head of Dilijan community office of "Our Way for Preservation of National Values" NGO had materially incentivized the former administrative head of Hovk settlement for the purpose of participating in S.K.’s court hearings and other actions.  

Particularly, in January, 2026 the former administrative head of Hovk settlement, G.G., registered as a program implementation specialist with the "Our Way of Preservation of National Values" NGO via Facebook, after which the latter was instructed to go and present himself to the head of the NGO's Dilijan community office, L.V., to learn about further actions.

Following the instructions, in January G.G. met the head of the office, L.V., learnt that he had been hired at NGO's Dilijan community office, however he did not have to do any work: instead he would take part in S.K.’s court hearings and other actions for which on February 11 204 thousand AMD and on March 10 300 thousand AMD was transferred to the bank card opened in his name. 

In the course of the preliminary investigation public criminal prosecution was initiated against L.V. according to the Part 2 of the Article 236 of RA Criminal Code. 

On April 2 L.V. was arrested. 

As a result of searches conducted in the course of the preliminary investigation in the office and the office head’s apartment notebooks regarding the elections of 2018 were found, in which there were citizens’ names, surnames, information about party affiliation. 

As a result of searches other items of significance for the criminal proceeding were also found.
