In the framework of criminal cases investigated in Tavush Regional Investigative Department of the RA Investigative Committee investigation is conducted to find out circumstances of a number of apparent crimes committed by the resident of Azatamut community R. Martirosyan.

On September 28, 2018 the officers of Ijevan Division of Tavush Regional Department of the RA Police submitted reports informing that on the same day at 08:30 getting information that there was a peaceful demonstration in Azatamut community went there to maintain public order. Pursuant to the report the son of community head R. Martirosyan argued with the demonstrators, scolded, threatened them and they tried to apprehend him. The latter tried to resist scolding the police officers, hitting the policeman's car of «VAZ 2106» make with feet.

On September 29, 2018 a criminal case was initiated in Tavush Regional Investigative Department of the RA Investigative Committee according to the Part 2 of the Article 258 and the Part 1 of the Article 316 of RA Criminal Code. One of the police officers was found the injured party, forensic medical examination was commissioned against him.

In order to find out a number of circumstances significant for the criminal case a number of participants of demonstration, police officers were questioned, the video available on the internet was examined. In the video R. Martirosyan can be seen hitting the police officer with a foot. Through examination of the video it was also found out that R. Martirosyan hit not only the car of «VAZ 2106» make but also the car of «Toyota» make. Forensic merchandizing examinations were commissioned to find out the volume of damage caused. On October 6, 2018 R. Martirosyan was involved as a defendant according to the Part 2 of the Article 258 and the part 1 of the Article 316 of RA Criminal Code. As his location was unknown, on October 8, 2018 search was declared against him. The investigator submitted a motion to court to use detention as a pretrial measure against him which was sufficed.  Some days later on October 13 R. Martirosyan turned himself to the investigative body and charge was pressed against him. The investigator submitted a motion to court to reconfirm detention as a pretrial measure against R. Martirosyan. The motion was sufficed but the motion on using mortgage as an optional pretrial measure was also sufficed by the court.

Besides, another criminal case against R. Martirosyan was initiated in Ijevan Division of the Police on October 5, 2018 on threatening to kill. Particularly, pursuant to preliminary investigation data, on September 27, 2018 at about 16:00 R. Martirosyan willfully drove the car of «Gazel» make towards the resident of Azatamut community – a juvenile, born in 2003, and threatened to kill him which the juvenile perceived as a real danger. On October 8, 2018 the criminal case was received in the proceeding of Tavush Regional Investigative Department of the RA Investigative Committee.

One more criminal case was initiated on October 5 in Ijevan Division of the RA Police on apparent hooliganism committed by R. Martirosyan. On September 25, 2018 from 10:00 to 10:30 R. Martirosyan went to the school of Azatamut community related to quarrel between his son and his classmates. There he showed obvious disrespect towards those present, threatened the teachers and schoolchildren to kill and use violence, disrupted classes and the school’s normal work. The criminal case was sent to Tavush Regional Investigative Department for preliminary investigation and was received in the proceeding.

Besides, another criminal case was initiated on October 23, 2018 on threats to kill. Particularly, on October 22, 2018 the resident of Azatamut community of Tavush region submitted a report informing that the head of Azatamut community and his family members had been hostile to her since 2008. On October 18, 2018 from 14:30 to 15:00 at the municipality building the son of community head R. Martirosyan drove the car of “Niva” make towards her attempting to run over her. A criminal case was initiated according to the Part 1 of the Article 137 of RA Criminal Code. The resident of Azatamut community was found the injured party and questioned. Inspection of the scene was conducted.

On October 23, 2018 another criminal case was initiated according to the Part 1 of the Article 137 of RA Criminal Code on threatening to kill another resident of the same community. The resident of the community submitted a report informing that on October 18, 2018 R. Martirosyan scolded him and threatened to kill. The resident of Azatamut was found the injured party and questioned.

A decision was made to join all the mentioned cases and conduct preliminary investigation in one proceeding.

On the base of the obtained evidence on October 30, 2018 charge was pressed against R. Martirosyan according to the Part 1 of the Article 316, the Part 2 of the Article 258, the Part 1 of the Article 137 and the Part 1 of the Article 137 of RA Criminal Code.

By the decision of Court of Appeals dated November 7, 2018 the mortgage used as a pretrial measure against R. Martirosyan was abolished and detention was chosen as a pretrial measure.

Preliminary investigation is ongoing. Necessary investigatory and procedural actions are conducted to provide the comprehensive, complete and objective investigation.
