Through preliminary investigation of the criminal case investigated in Yerevan Investigative Department of the RA Investigative Committee it was found out that in 2017 and 2018 appropriate construction permits to construct hotel complex on Abovyan Street were given to “Multi Group Concern” LLC by Yerevan community.

During construction work the relevant requirements of the legislation had not been met and on April 3, 2018 a protocol on administrative offenses was made in the Department of Urban Development and Land Control of the Staff of Yerevan Municipality, an administrative proceeding was initiated on the breaches by initiative of Yerevan Municipality and on May 2, 2018 a decision was made to subject the Director General of “Multi Group Concern” LLC to administrative liability pursuant to the Part 1 of the Article 154 of RA Code of Administrative Offenses imposing an administrative penalty of 200.000 AMD. The Director General was notified about termination of construction work however, ignoring it, he continued the work.

After finding the same administrative breach again, on June 7, 2018 another protocol was made based on which in the framework of the administrative proceeding initiated in Yerevan Municipality, on June 27, 2018 a decision was made again to subject the LLC Director General to administrative liability pursuant to the Part 1 of the Article 154 of RA Code of Administrative Offenses and an administrative penalty of 2.500.000 AMD was imposed.

Within the criminal case charge was pressed against the Director General of “Multi Group Concern” LLC according to the Article 315.1 of RA Criminal Code and signature not to leave was chosen as a pretrial measure against him.

On April 8, 2020 the criminal case with the bill of indictment was sent to prosecutor supervising the legality of preliminary investigation.
