38 Counts of Taking, Giving Bribe and Bribery Mediation in “National Polytechnic University of Armenia" Foundation of Gyumri’s Branch; Charge Pressed against 22 Persons

Preliminary investigation of the multi-count criminal proceeding on taking bribes by lecturers of “National Polytechnic University of Armenia" Foundation of Gyumri’s branch from the students, giving bribe by the students to the lecturers as well as bribery mediation, which was initiated in the Investigative Department of the RA National Security Service then was referred to  the RA Investigative Committee, was completed in Shirak Regional Investigative Department of the RA Investigative Committee.
 

In the result of investigative and procedural actions factual data were obtained on the allegation that a group of officials and lecturers of different chairs of “National Polytechnic University of Armenia" Foundation of Gyumri’s branch, with the help of operator-clerks of the same organization, for doing obviously illegal actions in favor of the students of the educational institution, particularly assigning a positive exam grade in conditions of not being prepared for tests, exams and diploma theses, from February to June, 2021 demanded and received bribe of 10.000-100.000 AMD from each of them as well as from their parents.
 

Through investigation it was grounded that the operator-clerks, being in close relations with the students, contributing to reaching agreement between the students and the lecturers on bribe, took the money from the students and gave it to the lecturers. The latters gave a share of the mentioned amount to the clerks.
 

On the base of the obtained sufficient evidence charge was pressed against 11 lecturers according to the Part 2 of the Article 311 of the RA former Criminal Code which corresponds to the Point 3 of the Part 2 of the Article 435 of RA current Criminal Code. Charge was pressed against 2 clerks according to the Part 1 of the Article 313 of RA former Criminal Code which corresponds to the Part 1 of the Article 437 of RA current Criminal Code and against 9 students and parents – according to the Part 2 of the Article 312 of RA former Criminal Code which corresponds to the Part 1 of the Article 436 of RA current Criminal Code.
 

The criminal proceeding with the bill of indictment was sent to the prosecutor for approval and referral to court.
 

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
