A criminal case was initiated in the Ninth Garrison Investigative Unit of General Military Investigative Department of the RA Investigative Committee on battery of a subordinate related to the performance of his military duties.

On November 12 a message on violence against the serviceman A. Hakobyan in the unit was disseminated by “Civil Society Institute” nongovernmental organization in the result of which the serviceman got a serious mental problem and was taken to Yerevan garrison hospital.

On the same day investigation was conducted in the Ninth Garrison Investigative Unit of General Military Investigative Department of the RA Investigative Committee to check the circumstances pointed out in the message. The serviceman’s relative was contacted on the phone and on November 13 the latter submitted a report on violence used against A. Hakobyan.

During preparation of materials it was found that on 16.01.2015 the resident of Yerevan A. Hakobyan was drafted to the RA Armed Forces from Shahumyan Military Commissariat and was sent to military service in unit N. After the military oath the serviceman A. Hakobyan was appointed a senior intelligence- machine-gunner of reconnaissance detachment of the second artillery platoon of the same unit and on 21.08.2015 he was appointed a grenade launcher of the first detachment of the first platoon in the fourth battalion.

During his military service A. Hakobyan has received stationary treatment for 5 times in the unit hospital. On 07.11.2015 according to the order of the commander of the unit A. Hakobyan was sent to Zangezur garrison hospital of the RA Ministry of Defense to be examined and to receive treatment from where he was sent to psychiatric department of Yerevan garrison hospital.

The serviceman’s relative told that violence was used against A. Hakobyan on November 6 by an officer.

Taking into consideration that the above-mentioned message contains sufficient data pointing a committal envisaged by the Part 2 of the Article 358.1 of RA Criminal Code, on November 13 a decision on initiation of a criminal case was made by PIC investigator of the Ninth Garrison Investigative Unit of General Military Investigative Department of the RA Investigative Committee. The serviceman A. Hakobyan was found an injured party.

Necessary investigatory actions are conducted to provide the comprehensive, complete and objective investigation of the case.
