In the result of operative-intelligence measures taken by the employees of the National Security Service of the Republic of Armenia information was received about preparing to usurp power with prior agreement by a group of people.

Based on the proper report about crime, a criminal proceeding was initiated in General Department for Investigation of Crimes against the State, Fundamentals of the Constitutional Order and Public Security of the RA Investigative Committee according to the Article 43-149 of RA Criminal Code.

In the result of large-scale investigative actions conducted with active and effective cooperation with the Police, among them about three dozen searches, interrogations, sufficient factual data were obtained on the allegation that the RA citizens S.G., A.Ye., A.H., Ye.S, A.S., as well as former residents of Nagorno Karabakh A.M., A.S., with prior agreement with others not identified yet, committed preparation of usurping power; namely they willfully created conditions to possess the authorities of the RA Government through usurping the power of the Republic of Armenia – using violence and threatening to use violence.

Particularly, the mentioned people, with prior agreement, with the intent to usurp the RA power, in 2024 recruited a number of RA citizens and residents of Nagorno Karabakh, under the pretext to go through quarterly trainings in the Russian Federation and in the process to learn about new heavy weapons, to learn the skills to apply them, then after returning to the RA to carry out combat duty, as well as to transfer knowledge to others, each for a monthly fee of about 220,000 RF rubles.

Organized by S.G., A.Ye, A.H., Ye.S., and others not identified yet, the recruits left for the RF city of Rostov-on-Don in different groups, then organized by their accomplices in the RF – A.S., A.M., A.S., and others not identified yet, moved to another place where they underwent preliminary checks, among them through polygraph machine, in order to find out their personal characteristics and political views, the relationship with the RA law enforcement bodies.

After preliminary checks the members of the criminal group deployed the recruits in the "Arbat" military base under the leadership of A.S, after which they held combat trainings with them in a closed area – inside the building, with weapons already known to them.

Besides, they were told that the goal of the trainings is to return to the Republic of Armenia and remove the current authority, making calls to cleanse and save the Republic of Armenia in that way.

After some of the recruits had opposed these calls and refused to be involved in the armed revolution to be prepared in the RA, S.G. and A.Ye. left for the place they were deployed and in order to eliminate the grievances that had arisen and to bring the criminal intent of the group to an end, with the intent to continue the training of recruits, they tried to formally deny the fact of holding trainings to usurp the power in the Republic of Armenia. However, some of the recruits refused to take part in the trainings and returned to the Republic of Armenia, and S.G. and the other members of the criminal group did not complete the crime under unforeseen circumstances; namely in the result of disclosing the crime by the RA law enforcement bodies, they failed to begin the execution of the objective aspect of the crime included in the intent.

Criminal prosecution was initiated against 7 people for committing the mentioned act. Three of them were arrested and search was declared against four.

Charges were pressed against the arrested, motions were submitted to court to select detention as a pretrial measure against them.

Active measures are taken to identify the other members of the criminal group.
