Charge Pressed against N.H. for Insulting Judge in relation to Exercise of Powers

A report on apparent crime was addressed by the President of the Supreme Judicial Council to the Chairman of the RA Investigative Committee and attached materials were received on the allegation that the judge of the Court of the First Instance of Armavir region Ed. Hovhannisyan on March 29, 2023 made a verdict within a civil case and after its publication on the official website of the judiciary N.H. made a publication on his Facebook page with offensive expressions about judge Ed. Hovhannisyan in relation to exercise of his powers.
 

A criminal proceeding was initiated in Armavir Regional Investigative Department of the RA Investigative Committee according to the Part 2 of the Article 489 of RA Criminal Code.
 

During preliminary investigation the Facebook page “Նաիրի Հոխիկյան” in Armenian letters was inspected, as a result it was found out that in the notes section of the page on March 29, 2023 at 16:50 a note was made by user Nairi Hokhikyan in which showing disrespect towards judge Ed. Hovhannisyan offensive expressions were used addressed to the judge in connection with his work activity. There were also photos attached to the note.
 

Judge of the Court of the First Instance of Armavir region Ed. Hovhannisyan was found the victim.
 

On the base of the obtained sufficient data, the investigative body submitted a motion to the prosecutor to initiate a public criminal prosecution against N.H. according to the Part 2 of the Article 489 of RA Criminal Code. The motion was sufficed and charge was pressed against N.H.
 

Absence ban was chosen as a pretrial measure against him.
 

Preliminary investigation is ongoing.
 

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
