In the result of investigatory and other procedural actions conducted jointly by General Department of Investigation of Particularly Important Cases of the RA Investigative Committee and General Department of Criminal Police of the RA Police circumstances of leading a criminal association by a person with the highest status of criminal rank were found out.

Pursuant to actual data obtained through investigation, starting from 22 February, 2020 the person with the highest status of criminal rank known as “Zap Leninakanski” led a criminal association in order to carry out actions to reach their goals, particularly, using his illegal influence to solve private issues giving instructions to members of the criminal association.

Particularly, the latter being informed that on 11 July, 2020 a person named Sayat was taken and kept in Garni community of Kotayk province by a member of a criminal association led by another person with the highest status of criminal rank, in order to solve the dispute over monetary issues between the latters by using his illegal influence, the authority known as “Zap Leninakanski” instructed an unidentified person to tell the above-mentioned person with the highest status of criminal rank about his decision – to stop clarifications with the person named Sayat and to release him to solve the mentioned problem later. On 12 July, 2020 the unidentified person getting in touch with the person with the highest status of criminal rank, told him about the instruction of “Zap Leninakanski”.

The above-mentioned person with the highest status of criminal rank, following the behavior rules of criminal association, on 12 July, 2020 got in touch with the mentioned member of the criminal association led by him and instructed to take Sayat to him.

On the same day the member of the mentioned association took Sayat to the above-mentioned person with the highest status of criminal rank. After having a conversation with him the latter released him and told the unidentified person about it.

On the base of the obtained sufficient evidence charge was pressed against the person with the highest status of criminal rank known as “Zap Leninakanski” according to the Point 5 of the Part 2 of the Article 223.2 of RA Criminal Code.

Preliminary investigation is ongoing.
