On April 20, 2024 at 02:11 a call was received from a citizen in the Central Police Division of the RA Ministry of Internal Affairs informing that there was a quarrel in the club operating on Vardanants Street, Yerevan.

With regard to the case a criminal proceeding was initiated in the Second Investigative Division of Kentron and Nork-Marash administrative districts of Yerevan Investigative Department of the RA Investigative Committee according to the Point 1 of the Part 2 of the Article 297 of RA Criminal Code and in the result of procedural, investigative actions conducted within the framework of the proceeding a number of significant circumstances were found out.

Particularly, factual data were obtained on the allegation that on April 20, 2024 between 01:00 and 02:00 in the mentioned club, after it at the area adjacent to the club and residential buildings, A.Gh., having the highest status of criminal hierarchy, together with a group of followers, argued with other persons about personal matters, and with a daring aspiration of self-affirmation and the expression of imagined superiority to society, made a noise for a long time, showing obvious disrespect towards society, an open contempt for legal and moral norms, scolded them not obeying the admonitions of both the security officers of the mentioned club and other persons trying to prevent the violation of public order. With their illegal and unethical actions, blatant disregard for the rules of coexistence, the mentioned person and others not identified yet, hindered the normal work of the club, created an atmosphere of fear and anxiety among the people at the area, disturbing their peace.

Through inspection of the videos captured by the cameras available at the scene and other obtained data it was also found out that during the mentioned actions A.Gh. had committed physical impact against the person arguing with him, hitting him for numerous times.

Taking the new circumstances obtained through investigation into consideration, another criminal proceeding was initiated according to the Part 1 of the Article 195 of RA Criminal Code, which was combined to the above-mentioned proceeding to conduct objective and comprehensive investigation.

On April 23, 2024 the mentioned person was arrested by the police officers and was brought to the investigative body. Charge was pressed against him according to the Point 1 of the Part 2 of the Article 297 and the Part 1 of the Article 195 of RA Criminal Code. A motion on using detention as a pretrial measure against him was submitted to court by the investigative body. However, home detention was selected as a pretrial measure against him by the court.

Let us mention that the criminal proceeding initiated according to the Part 1 of the Article 322 of RA Criminal Code (maintaining the highest status of criminal hierarchy), with the bill of indictment against the same person, was sent to court on March 26, 2024. It is currently in the trial stage within the framework of which mortgage was used as a pretrial measure against him.

Preliminary investigation of the criminal proceeding on hooliganism committed in the club is ongoing. Necessary measures are taken to find out all circumstances of the case, the frame of those involved in the incident and to give legal assessments to their acts.

Assignments were given to the relevant subdivision of the Police of the RA Ministry of Internal Affairs.
